- Notice Of Intent To Award A Sole Source Contract The USDA Forest Service, Rocky Mountain Research Station, Fort Collins, CO, intends to negotiate a firm fixed price sole-source award with Working Dogs for Conservation Foundation, 52 Eustis Road, Three Forks, MT 59752 pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 10 U.S.C. 2304(c)(1). This will be a non commercial acquisition using FAR 16 and FAR 35. The proposed contract action will be for trained survey dogs to conduct a minimum of seven surveys in the Musselshell (or Cedars) area of Idaho and the Great Burn area of Montana to detect fisher, black bear, and other carnivorous species in the area. In addition, the contractor will be responsible for the collection and labeling of specimen samples in accordance with the Wildlife Genetics Laboratory protocol. The deliverable for this requirement will be a full report encompassing detailed data for each track, GIS layering showing the exact track of the dogs, and summary tables detailing results from each track. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirements or submit proposals within 10 days of synopsis publication to the Contracting Office POC listed below. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
