Description
In accordance with FAR Part 13, Simplified Procedures, and FAR Part 12 Commercial Items, the U.S. EPA National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires a Contractor to characterize certain internal combustion exhaust emissions to identify potential catalyst interactions. EPA will perform the actual sampling of representative exhaust emissions. The contractor shall characterize the composition of the resulting exhaust samples, including analysis of the samples for ultra-trace quantities of polychlorinated biphenyl (PCB), polychlorinated dibenzo-p-dioxin (PCDD), polycyclic aromatic hydrocarbon (PAH), and nitroaromatic PAH (nPAH). EPA will provide the Contractor with 25 samples for analysis. The contract will also include options for additional sample analysis in quantities of 25 and 50. The contractor shall conduct the analysis, provide a final citable report, and present the report to industry stakeholders at the U.S. EPA NVFEL Facility by August 14, 2009. The report and presentation shall give an overview of the analysis performed, clarify methodology, critique results, and discuss future related projects. This procurement is a small business set-aside under NAICS code 541380 with a size standard of $11.0 million. Award will be made using "Best Value" evaluation criteria. All responsible sources may submit a quotation which shall be considered by the Agency. Any firm believing itself capable of providing the required characterization of samples may submit a quotation. The solicitation will be posted on the Fedbizopps.gov website by July 16, 2008. Quotations will be due approximately August 6, 2008.
