Description
The National Cancer Institute (NCI), a division of The National Institutes of Health (NIH) plans to procure on a sole source basis tissue specimens from breast, colon, prostate, and lung cancer patients, with Suburban Hospital Healthcare System 8300 Old Georgetown Road Bethesda, MD 20814. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification code is 325414 and the business size standard is 500 employees. Period of Performance: It is anticipated that performance shall be for a twelve month period from the date of award. The NCI CCR is interested in defining the molecular profile of normal breast tissue from pre- and post- menopausal women of varying parity and in different phases of the menstrual cycle using genomic and proteomic techniques with the ultimate goal of identifying markers for cellular subtypes that could serve as therapeutic targets or biomarkers for prevention trials. Contractor Requirements: 1.)Provide specimens of normal breast tissue, primary and metastatic breast cancer lesions, pleural fluid from breast and lung cancer patients, and tissue from both prostate and colon cancer patients. 2.)Tissues shall be catalogued, processed and transported as specified in the NCI protocol. The Suburban Hospital Center is the only known source to the NCI with a reliable patient population able to provide both the type and quantity of specimens. Approximately 85% of these patients are currently involved in NCI clinical trials. The physical proximity of Suburban Hospital to the NIH campus ensures rapid delivery of fresh frozen samples as well as enabling patients that are enrolled in NCI clinical trials, to have easy access to and from NIH Clinical Center to Suburban Hospital. Changing variables at this time will interrupt the correct interpretations of clinical trials and research in progress. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 11 AM ET July 15, 2008. Faxed and E-mailed capability statements are not authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive and award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
