Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to BioVision Technologies,64 E. Uwchlan Avenue, Exton PA 19341, for the purchase of an upgrade imaging system. The reference number NHLBI-PB-(HL)-2008-175-DDC. The items to be purchase are: (1) Part #89000 Filter set, SedatQ, Dapi, Fitc, TxRed & Cy5, Sputtered series with high transmission, 4 exciters, 4 emitters and single dichroic, and extra dichroic and multiple emitter for eyepiece, quantity one (1). (2) Part #C9100-02, Hamamatsu EM (front illuminated) absolute cooled CCD camera, 1000 x 1000 pixel array wit power supply, board and cable included, quantity one (1) each. (3) Part #P010-00153, X-Cite 120 unit with iris, one X-Cite 120 replacement lamp module (P012-63000), 3mm X 1500mm LLG (P805-00038), & microscope collimating adapter, quantity one (1) each. (4) Part #P012-6333, X-Cite 120 replacement lamp module, quantity one (1) each. (5) The vendor, at no additional cost, will provide installation of all BioVision components, to include software reconfiguration and macro writing for application-specific routines, The Government’s estimated expected delivery date is thirty calendar days after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source determination is based on the fact the purchase is required to upgrade existing imaging system already equipped and customized by BioVision and controlled by the iVision software, for which BioVision is the manufacture. The Government must purchase the system and components from the manufacture due to the particular needs the laboratory has for specific imaging technology and related software, in order to continue to receive custom automation and ongoing technical support, and to ensure that existing critical imaging applications in our research are integrated with the new system. Due to compatibility it is to the government’s best interest to purchase the Imaging System Upgrade from BioVision Technologies. Industry Classification (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing, Size Standard is 500 employees. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB(HL)-2008-175-DDC may be submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention Deborah Coulter. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
