- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-026-4384-08 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-24. The NAICS code applicable to this acquisition is 423820. USDA ARS has a requirement for a used combine for harvest of corn, soybeans, and wheat. Critical characteristics of this equipment are as follows: Combine must be field ready Have less than 2100 operating hours GPS/yield monitor system Operators’ cab with working AC Monitor and sensors for various operational functions must be working Tires must be 50% tread or better Header for corn harvest 30 inch rows (max six rows, cover wheel tracks) Header for soybean/wheat harvest (must cover tread width of combine) All safety guards and shields must be in place Safety lights and field work lights must be operational Operator’s manual Provide any warranty information. A trade in allowance is requested for the following: 1-Case/IH 1420 Axial Flow combine, Serial # 1740218U002155, Hours on tach 1940, 1-four row corn header, 30inch rows, 1-grain platform 13 feet. Please list separate price for each header and combine offered for sale. Also, list the value of each trade in item separately. Delivery should be FOB Destination to Florence, SC. Delivery time is 30 days. Quoted price should include all delivery costs. Evaluation will be made based on price and physical inspection. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (VISA) card. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.225.13 Restrictions on Certain Foreign Purchases. Also applicable are 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration and 52.233-4 Applicable Law for Breach of Contract. All sources wishing to provide a quotation must respond by 1:00 PM EDT, July 15, 2008. Quotations should be addressed to USDA Agricultural Research Service, 950 College Station Rd, Athens, GA 30605-2720 (or POB 5677, Athens, GA 30604-5677). The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, and capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Government’s functional and performance minimum specifications listed herein. Offeror shall include references of three firms for which similar equipment was provided. The anticipated award date is July 17, 2008. All responsible sources may submit a quotation which shall be considered by the agency.
