Description
The purpose of this web-posting is to give advance notice of a pending Request for Offers (RFO) for the subject project. This web-posting currently includes a summary of the project's Scope of Work and notice of the mandatory site visit. The FAA point-of-contact listed above will post a complete RFO to this website within a few days, which will include a detailed Scope of Work, contract clauses, and requirements for submitting an offer. - Davis Bacon Act wage rates apply. - Estimated value: Between $500,000 and $1,000,000. - Mandatory site-visit: August 11, 2008. Offers will only be considered from contractors who attend the site visit. - Offers due: August 19, 2008. - Planned period of performance: September 2, 2008 to October 31, 2008. SUMMARY: SCOPE OF WORK The work consists of furnishing all labor, tools equipment, and materials for the construction of a communications duct bank at the Portland International Airport in Portland, Oregon. This work requires coordination with Air Traffic and the Port of Portland Airport Operations through the Contracting Officer's Representative. The following items are a brief summary of the project and are provided solely for the purpose of revealing the general nature of the work involved. The Contractor is responsible for accomplishing all items of work in accordance with the applicable drawings, specifications and provisions of the contract. Any sundry labor, materials, equipment not specifically detailed or specified, but required to complete the project, shall be provided by the Contractor as an integral part of the scope of work specified. Major Items of Work: 10R Localizer Facility to 28R Glide Slope Facility A.Furnish all equipment and materials necessary for the construction of the new communications ductbank and its connection to existing FAA facilities in satisfactory conformance with the contract drawings and specifications. All equipment and materials shall be new. B.Control of erosion and dewatering of trenches and excavations. C.Demolition and disposal of excess material and underground utilities or debris as necessary for the new construction items and as required by the drawings and specifications. D.Complete construction of approximately 2,145 linear feet of communications ductbank consisting of four concrete encased 4" dia. Schedule 40 PVC conduits as shown on the applicable drawings. Supply and install conduits, concrete, base materials, pull ropes, warning tape, conduit spacers/supports, lightning protection, etc. as shown on "Conduit Trench Detail - Concrete Encased" on standard drawing NMSD-D-MISC-C004, except that the clearance above the concrete encasement shall be increased to 3-foot under roadways and parking lots. E.Complete construction of approximately 135 linear feet of communications ductbank consisting of four (4) 4"dia. galvanized rigid steel (GRS) conduits as shown on the applicable drawings. Supply and install conduits, bedding materials, pull ropes, warning tape, lightning protection, etc. as shown on "Conduit Trench Detail - Non-Concrete Encased" on standard drawing NMSD-D-MISC-C004. F.Complete construction of communication ductbanks between the manholes and/or casing as follows: 1) Port of Portland (POP) Maintenance Yard: a) Ductbanks between casing and new POP and FAA manholes shall consist of concrete encased 4" PVC conduits with sweeps as shown on the drawings. b) Interconnection between the new POP manhole to the existing POP manhole and to the new FAA manhole shall consist of two GRS conduits each. 2) Gate Gourmet Parking Area: a) Ductbanks from the casing to the new POP and to the new FAA manhole shall consist of concrete encased 4" PVC conduits with sweeps as shown on the drawing. b) Interconnection between the new FAA manhole and the new POP manhole shall consist of two concrete encased 4' PVC conduits. Approximate total footage is 31 l.f. of 4-4" PVC conduits concrete encased; 36 l.f. of 2-4" PVC conduits concrete encased and 13 l.f. of 2-4" GRS conduits. Supply and install conduits, concrete, base materials, pull ropes, warning tape, conduit spacers/supports, lightning protection, etc. as shown on standard drawing NMSD-D-MISC-C004. G.Furnish and install H-20 rated vaults of the following quantity and size: five (5) 4'x 4'x 4' handholes; three (3) 4'x 4'x 6' manholes; two (2) 6'x 8'x 9'-7" manholes and two (2) 6'x 8'x 11'-8" manholes. Connect runs of new communications ductbank into existing 4'x 4'x 4' handhole at the 28R Glide Slope site. Supply and install base materials, cable racks, nameplates and lightning protection for all vaults as required by the contract. H.Furnish and bore one 20" steel casing of approximately 300 feet in length under TriMet Rail, Airport Way and Frontage Road. Furnish and install six 4" diameter Schedule 40 PVC conduits supported in bore spacers in steel casing. Grout solid area external to conduits and inside steel casings. I.Open cut across airport perimeter roads (3) as necessary for the construction of the communication ductbank. Saw cut a minimum of 2" through the top asphalt pavement. Backfill over concrete encasement with control density fill and place new bituminous base course and asphalt concrete pavement. Complete all work within 72 hours. J.Installation of one 36" x 36" x10" NEMA 4 junction box, 4" building entry, 4" LB and 4" GRS conduits and sweeps at the 10R Localizer shelter. K.Installation of three 1 " innerducts with pull ropes in each 4" conduit in the new communications ductbank and in the 4" GRS conduits between the ductbank and the 10R Localizer NEMA 4 junction box. L.Installation of one continuous run of SM fiber optic cable approximately 3500 linear feet between the 10R localizer and the 28R Glide Slope shelter. Supply and install labels. Testing of the fiber optics cable prior to and after installation. M.Demolition and disposal of existing asphalt pavement as necessary for the ductbank construction and bore pit in the Gate Gourmet parking area. Placement of new crushed base material, filter fabric and asphalt concrete pavement in disturbed areas. N.Placement of gravel surfacing as necessary to repair areas damaged by construction of the new ductbank and as required by the drawings and specifications. O.Grading and seeding of all disturbed non-roadway or parking areas. P.Installation of lightning, grounding and bonding protection systems as detailed on the drawings. Q.Control of traffic. Major Items of Work: 28L Glide Slope to Handhole CD #2 A.Furnish all equipment and materials necessary for the construction of the new communications ductbank and its connection to existing FAA facilities in satisfactory conformance with the contract drawings and specifications. All equipment and materials shall be new. B.Control of erosion and dewatering of trenches. C.Demolition and disposal of excess material and debris as necessary for the new construction items and as required by the drawings and specifications. D.Location of underground utilities. E.Complete construction of approximately 400 linear feet of communications ductbank consisting of four concrete encased 4" Schedule 40 PVC conduits. Supply and install conduits, concrete, base materials, pull ropes, warning tape, conduit spacers/supports, lightning protection, etc. as shown on "Conduit Trench Detail - Concrete Encased" on standard drawing NMSD-D-MISC-C004. F.Furnish and bore one 20" steel casing of approximately 240 feet in length under Taxiway C. Furnish and install four 4" Schedule 40 PVC conduits supported in bore spacers in steel casing. Grout solid area external to conduits and inside steel casings. G.Furnish and install two H-20 rated 4'x 4'x 4'handholes and two H-20 rated 4' x 4' x 6' manholes. Supply and install base materials, cable racks, nameplates and lightning protection as required by the contract. H.Install one 36" x 36" x 10" NEMA 4 junction box, one 4" GRS building entry, one LB and associated 4" GRS conduits at the 28L Glide Slope shelter. I.Installation of three 1 " innerducts with pull ropes in each 4" PVC conduit in the new communications ductbank and in the 4" GRS conduits between the ductbank and the new building NEMA 4 junction box. J.Demolition and disposal of existing asphalt pavement as necessary for the ductbank construction at the 28L Glide Slope site. Placement of new crushed base material, filter fabric and asphalt concrete pavement in disturbed areas. K.Grading and seeding of all disturbed non-roadway or parking areas. L.Installation of lightning, grounding and bonding protection as required for new work items. M.Traffic control across Taxiway C. Major Items of Work: FAA Vault V2 to POP Handhole CD #15 A.Furnish all equipment and materials necessary for the construction of approximately 25 feet of new communications ductbank consisting of two GRS conduits in satisfactory conformance with the contract drawings and specifications. All equipment and materials shall be new. B. Locate underground utilities. Hand dig all excavations. C.Connect into two existing handholes. D.Installation of three 1 " innerducts with pull ropes in each 4" conduit in the new communications ductbank. E.Grading and seeding of all disturbed non-roadway or parking areas. F.Installation of lightning, grounding and bonding protection as required for new work items.
