Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation notice nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of performing the work. Documentation of technicalexpertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Description: See below for Statement of Work Important Information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service Disabled Veteran Owned Small Business firms is anticipated. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 541611 ($6.5 million). Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail, mail or ground carrier to: Dept. of Veterans Affairs, James J. All information submissions to be marked Attn: Christina Katz, Contracting Officer and should be received no later than 3:30 pm Eastern Standard Time on Thursday, July 10, 2008. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published. The Governments intent is to solicit a Firm Fixed Price, Best Value Procurement. STATEMENT OF WORK Description / Specifications / Work Statement 1.Introduction and Scope of Work The President's New Freedom Commission on Mental Health concluded that to improve care for individuals with mental illness, health care systems need to be recovery-oriented, accessible and consistent with evidence-based practices. In response to the commission's report, the Under Secretary for Health of the Veterans Health Administration (VHA) charged a task force to review the Commission's recommendations and determine the relevance to the veteran population. After reviewing the report and evaluating the efficacy for a veteran population, the task force developed recommendations which were later the basis for the VA Mental Health Strategic Plan (2004): The cornerstone of the strategic plan has been the transforming of VHA mental health care to a system that is person centered; one in which each medical center is responsible for implementing a full-continuum of recovery oriented services that facilitate a journey of healing for a person with a mental health condition in order to live a meaningful life while striving towards personal goals. We would like to identify an experienced professional consulting group to assist us in transforming the VISN 3 mental health service delivery system from one which is based on a medical model of care to one that is patient centered and recovery oriented. VISN 3 began this transformation approximately 18 months ago and has been one of the national leaders in these efforts. However, to move our efforts to the next level we are seeking outside expertise particularly focused on culture transformation and partnering with consumers. Although this initiative may seem to have a narrow objective, it in fact will require a significant shift in our current mental health service delivery paradigm which will impact the dynamics of the patient/provider interaction throughout our mental health service delivery system as well as the overall culture in which we provide care. 2.Requirements This consulting position requires an agency or group that has had previous success with recovery transformation in a hospital setting. The agency should be willing to provide a proposal for consideration that includes referrals from previous projects and identify exactly what were the accomplishments, what were the challenges and what strategies were employed to meet these challenges; a detailed outline of the proposed consulting effort; all educational tools to be used; vitas from all participating personnel with the expectation that the team must be lead by a mental health professional and all team members should have previous experience in mental health settings and educating consumers as well as providers on recovery transformation. The successful bidder must be willing to travel to VISN 3. Outcome: By the end of this 1 year to 18 months consultation, VA NY/NJ Health Care System (VISN 3) will receive the following products: "A proposal that includes a detailed plan for accomplishing recovery transformation in VISN 3 including reasonable goals and milestones. "5 - 7 teams of trained recovery transformation change agents (Recovery Coordinators, veterans, and providers) that can enhance change momentum, broaden transformation leadership, and initiate and facilitate site-specific recovery transformation projects and facilitate educational events at each VA site. "A minimum of 500 stakeholders VISN wide (to include both staff and veterans) trained in veteran centered partnering and planning in individual provider practice. "Educational resources that have been adapted (through training) to the local context of the NY/NJ VA system "A foundation for a paradigm shift toward partnering with veterans and other stakeholders through mutual learning, planning and the identification of opportunities to strengthen service delivery. "A plan for ongoing consultation and follow-up to assess the needs, questions and concerns of the Local Recovery Coordinators. We anticipate this consultation will last 1 year to 18 months. At the onset of the contract VISN 3 mental health leadership will identify the outcome milestones with the consultant agency. The majority of the work will be within VISN 3 and will require travel to each facility. Any off campus trainings will be at the discretion of VISN 3 leadership. Off campus training accommodations for VA staff will be provided by VISN 3. All consulting will be done between the hours of 8am and 4:30. Departure from this will be at the discretion of VISN 3 leadership. The consultant group will only work with veterans during these hours, with VA staff present, and only in their role as consumer consultants to the recovery transformation process. No individual patient health care information will be solicited. The consultant group will be responsible for providing all educational material directly related to the consultation. VISN 3 will provide training settings and all audio visual equipment. a)Facility Data Contracted agency will not have access to patient data or CPRS. b)Place of Performance Training will take place at each VISN medical center, and it is anticipated that initial Local Recovery Coordinator training will be at an off site location to be determined by VISN 3 mental health leadership, but within reasonable accessibility to the VISN 3 staff and contracted agency. c)Exchange of Data There will be no exchange of patient data. d)Billing Billing will be completed by the VA. Please see section" 2.1 Contract Administration Data", " 3. Invoices for further details regarding invoice submission. e)Payments Invoices will be paid 30 days arrears after receipt of certified invoice. f)Penalty for non-Performance Failure to complete outcomes as stipulated by above, and milestones as determined by at onset of contract will result in non-payment. To assure there are no misperceptions about progress, a VISN 3 mental health recovery transformation leadership team will meet via phone on a monthly basis to discuss consultation progress. Final determination will be made by VISN 3 mental health leadership. g)Reimbursement Method Reimbursement will be the agreed upon consulting fee x logged hours x per diem x travel cost.
