- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotes (RFQ) Solicitation #RAQ084010. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-26. This solicitation is set-aside 100% for small business, the North American Industry Classification System (NAICS) code is 334519 - Other Measuring and Controlling Device Manufacturing, the business size standard is 500 employees. The Bureau of Land Management (BLM), National Interagency Fire Center (NIFC) has a requirement for three (3) particulate monitoring devices with options for three (3) additional units. The primary purpose of these monitors is to understand and communicate the air quality impacts of prescribed fire and wildland fire use activities. Monitoring for National Ambient Air Quality Standards (NAAQS) compliance is not the purpose of this equipment. According to evaluations of portable smoke particulate monitors available this equipment is capable of monitoring smoke to acceptable levels of accuracy and precision to meet qualitative monitoring objectives of wildland fire management agencies. This requirement is for smoke particulate monitors with the ability to transmit through the Geostationary Operational Environmental Satellite (GOES) network, the same as the fire weather station telemetry. The equipment shall use a satellite network for telemetry and a website, http://www.satguard.com/usfs/, for data access. The satellite network and the website are both unique to this application. Data will be accessible through the Western Reginal Climate Center at http://www.wrcc.dri.edu/. The smoke monitoring devices shall meet the following requirements: 1.) High data rate GOES telemetry; 2.) AC Power; 3.) Internal Battery Operation greater than 16 hours; 4.) Ease of set-up and operation in the field: a.) Weight: 30 lbs. or less; b.) Low complexity operation: shall not require a technician to set-up and operate; c.) shall provide a User Manual; d.) shall provide a Service Manual; 5.) Rugged design and packaging to accommodate possible rough shipment conditions to field/deployment site; 6.) Provides environmental protection to data logger and instrumentation; 7.) Measures Particulate Matter at 2.5 microns (PM2.5), range 0.001 to 100 micrograms per cubic meter; 8.) On-site training provided: one training session at NIFC, not to exceed 8 hours The units shall be delivered F.O.B. Destination to the National Interagency Fire Center, Bureau of Land Management, 3833 South Development Avenue, Boise, ID 83705 within 30 days after award. "FOB Destination" means that all costs for transportation or freight from the shipping point shall be paid by the Contractor and included in the unit price quoted for each item. Upon delivery, the units shall be visually inspected by the Government for compliance with the contract specifications. No units shall be accepted that do not comply with the specifications. Final acceptance shall be the responsibility of the Contracting Officer (CO). TECHNICAL CAPABILITY: Offeror shall provide descriptive literature to substantiate the equipment offered meets the requirements including, but not limited to:, GOES telemetry - data sample transmission from vendor's GOES telemetry test to show having previously accomplished this feature; ability to operate after shipping, demonstration the unit is ruggedized for transport; ease of set-up and operation; ability to monitor PM2.5, provide document of accuracy and precision is within the range of those monitors evaluated by MTDC as document in Smoke Particulate Monitors: 2006 Update, USDA Forest Service, December 2006, 0625-2842-MTDC [a copy or link to this article shall be provided upon request to the contracting officer]. PAST PERFORMANCE: Offeror shall provide company/organization names, name of contact person and telephone number for three (3) contracts performed within the last two years with requirements for units with similar complexity and magnitude. Past performance can be based on the Contracting Officer's knowledge, contactor provided references, and other reasonable sources). Offerors must be registered, and must maintain an active registration in the Central Contractor Registration database found at http://www.ccr.gov and Online Representations and Certifications must be completed at http://orca.bpn.gov or a completed copy of the FAR 52.212-03 clause must be submitted with the quote. Quotes shall be submitted in writing on a SF 1449 or on company letterhead and must include the RFQ number, the company name, point of contract, address, phone number, fax number, DUNS number, the delivery period in terms of the number of weeks or days, the unit price, the extended price, and any prompt payment discount terms. Quotes shall be received by July 16, 2008, 4:30pm MDT at the Bureau of Land Management, National Interagency Fire Center, 3833 South Development Avenue, Boise, ID 83705-5354 or by FAX at 208-387-5574. All responsible offerors may submit a quotation that, if timely received, shall be considered for award.
