- INDEFINITE DELIVERY CONTRACT FOR A/E SERVICES IN NEVADA Solicitation No. NDR080062 The Bureau of Land Management (BLM), National Operations Center (NOC) is seeking one or more qualified firms to provide architectural and engineering (A/E) services for miscellaneous projects located bureau-wide within or near the State of Nevada. A/E services shall consist of evaluations of field conditions, pre-design services, project planning, design, and construction administrative services of new and existing BLM facilities. Project/Tasks may include design of public facilities (visitor/interpretive centers, comfort stations, and recreation sites); administrative facilities (offices, operation centers, warehouses, vehicle storage garages); utilities (electrical systems, water and sewage systems, communications and security systems, radio transmission towers, and HVAC systems); housing (single family and dormitories); roads, trails, and bridges; dams, dikes, canals, boat ramps, pump stations, and water control structures; fences and gates; and various other BLM structures. In addition, tasks may include projects that support the mission of the Office of Fire and Aviation, including planning, design and construction administrative services of fire dispatch centers, operations buildings, engine garages, dormitories/housing, air tanker facilities, air strips, and other related facilities. A/E Services under this contract may include, but are not limited to, the following: 1. Title I Services - Pre-Design Services which may include statement or scope of work preparation; evaluating and assessing existing conditions, data gathering, and conducting field investigations (geotechnical and survey); preparation of feasibility studies; determination of requirements for LEED or Green Globes certification; technical services in support of National Environmental Protection Act (NEPA) or National Historic Preservation Act (NHPA) Section 106 Compliance; code analysis, coordination with local utilities or other public entities; and permitting. 2. Title I Services - Design which may include advance project planning, feasibility studies, programming, development of preliminary project budget estimates, development of schematic and conceptual designs, and preliminary design analysis, including energy performance modeling and sustainability analyses.3. Title II Services - Design which may include preparation or review of Final Design documents (Drawing, Specifications, and Cost Estimates) and final engineering analysis associated with the construction and/or rehabilitation of new/existing facilities.4. Title III Services - Construction Administration/Management which may include management of activities required to complete the proposed facility construction (advertisement and bidding process, contract award, construction surveillance, facility commissioning, warranty inspections, post occupancy evaluation/s. 5. Value Engineering/Analysis (including life cycle costing, energy conservation, LEED or green Globes, and sustainability).6. Other studies, analysis, and support related to facility management, planning, design, and construction management. The term of this contract shall be one year with four one-year renewal options for a potential five-year contract. The selected firm(s) will be guaranteed a minimum of $10,000 for the life of the contract. The Task Orders will have a minimum limit of $2,500. The maximum ordering limitation will be $10,000,000 for the life of contract. The $10,000,000 may be realized in a single year or over the life of the five-year contract, including option years. Evaluation criteria in descending order of importance are: 1. Demonstrated successful experience and technical competence of the team in performing A/E services similar to those listed above, including integrated approaches leading to facilities or projects that are efficient, cost-effective, energy efficient and sustainable.2. Professional qualifications, including registrations of land surveyors, engineers and architects in the State of Nevada, and experience of key individual A/E team members in performing services as described above. 3. Demonstrated ability to respond quickly, efficiently and cost effectively to project needs in various geographic areas in Nevada, on small as well as large-scale projects.4. Demonstrated successful history of producing quality work with effective, appropriate cost controls on similar Government services contracts. All interested firms are invited to submit a letter of interest and a completed Standard Form 330. Responses must be received no later than 4:00 p.m. MDST, August 1, 2008, in order to be considered for selection.
