Description
The Government intends to solicit this Mutliple Award Task Order Contract (MATOC) Environmental Service requirement as a firm-fixed price commercial item service as a small business set-aside. The NAICS code is 562910 with small business size standard of 500 employees. Environmental services including; prepare remediation plans, environmental management plans, environmental impact studies, feasibility studies, environmental remedial action for hazardous/toxic wastes and/or containerized wastes, environmental cleanup, environmental compliance, ordnance surveys, ordnance removal, and other environmentally related documents at various Pacific locations and/or within the areas of responsibility are being solicited. Work performed may include but not be limited to primarily the following programs, National Environmental Policy Act, Defense Environmental Restoration Program, National Historic Preservation Act, Archaeological and Historic Preservation Act, Resource Conservation and Recovery Act, Subsurface Oil Recovery, Pollution Abatement, Emergency Response, Radon Abatement, Clean Water Act, Clean Air Act, and other applicable Federal, State, and local laws and regulations. Services may include remedial action plans that details remediation methods and technologies, environmental impact statements and related studies, environmental assessments, archaeological and historic preservation, ordnance surveys, planning documents, site investigations, air quality studies, water quality studies, noise quality studies, closure reports, feasibility studies, innovative technology studies, remedial investigations, treatability studies, explosive safety submission, emergency response, ordnance removal, and remedial actions including but not limited to underground storage tanks, bioremediation, abatement projects, and hazardous/toxic waste cleanup. The required services will support projects in Hawaii, American Samoa, Guam, Commonwealth of the Northern Mariana Islands, Kwajalein Atoll and other Pacific Islands. Work may occur within the entire Pacific Ocean Division’s area of responsibility such as Japan, Okinawa, Korea, and the State of Alaska; however, awarded contracts will be not pre-arranged for the remote possibility of work occurring with these areas. Defense Base Act Insurance for the work overseas is required. The selected firms shall furnish all services, supplies, materials, equipment, labor and transportation, and perform all work necessary to produce environmental studies, supporting reports, remedial and/or cleanup action, and other reports. The length of this contract is one year from date of award with annual Government options for three (3) years. Services will be implemented through individual task orders on an as-needed basis and subject to the availability of funds, with a maximum cumulative contract total of $2,450,000.00 for a one-year period. As an option, the Government may extend the contract for each option year for a maximum cumulative contract amount of $9,800,000. The Government obligates itself to a minimum contract amount of $2,500.00 per year during the term of the contract. The contractor shall be required to conform to a separate scope of work for each task order but in general the contractor will be required to conduct planning studies and documents. Firms will be evaluated on the following factors in descending order of importance: (a) Specialized and demonstrated experience and technical competence in investigations for environmental studies, remediation plans, hazardous/toxic waste studies, and remedial actions; (b) Specialized and demonstrated experience in ordnance studies and removal/remedial actions; (c) Demonstrated experience in and knowledge about Pacific environments and ecosystems; (d) Demonstrated environmental experience in the Pacific area from Hawaii through Asia; (e) Academic qualifications of the proposed staff and expected participation of key subcontractors, if any; and (f) Past performance with the U.S. Army Corps of Engineer, Honolulu District.
