- The Bureau of Reclamation, Pacific Northwest Regional Office, intends to negotiate a non-competitive contract with Tualatin Valley Irrigation District for construction of a temporary access ramp and drill pads at Scoggins Dam, Tualatin Project, Oregon. The access road and drill pads are to support drilling operations for an ongoing dam safety evaluation of the seismic stability of the dam embankment and foundation materials during large earthquakes. An expedited schedule of this project is needed to complete investigations of the dam and to insure public safety. The NAICS code for this requirement is 237310 and the small business size standard is not applicable as Reclamation has determined, under the authority of FAR 6.302-1 and FAR 6.302-2, that Tualatin Valley Irrigation District has unique qualifications for these services as TVID operates and maintains Scoggins Dam for for Reclamation and is responsible for onsite activities, including managing operations, site security, and managing site access. TVID routinely performs similar work on the dam for operation and maintenance needs (covered by separate contract) and are familiar with the soil type and slope of the dam that need to be considered during construction. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this announcement will be evaluated by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
