Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number 301818Q340 is being issued in a Request For Quotations (RFQ) format. (iii) This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. (iv) This is a 100% Small Business Set Aside (SBSA) under Federal Acquisition Regulation (FAR) 19.502-2 only on condition that at least one responsible small business submits a responsive quote with a grand total price of less than the Simplified Acquisition Threshold. The North American Industrial Classification System (NAICS) code is 212319, with a corresponding small business size standard of 500 employees. All bidders must disclose their appropriate size standard in the submitted quotation(s) in order for the quotation to be considered responsive to this solicitation. (v) Line Item 0001: Supply and "tail-gate spread" 1-Inch Minus Crushed Stone for Auto Tour Route at Mingo National Wildlife Refuge, Puxico, Missouri. Quantity is 2,200 Ton. Quotes are to indicate the unit price and extended amount. This is a combined synopsis/solicitation to acquire approximately 2,200 ton of 1" minus crushed stone. The stone is required to be Type 1 aggregate for base and shall be essentially limestone or dolomite. The aggregate shall not contain more than 15 percent deleterious rock and shale. Sand may be added only for the purpose of reducing the plasticity index of the faction passing the No. 10 (425 m) sieve in the finished product. Any sand, silt and clay and any deleterious rock and shale shall be uniformly distributed throughout the material. The fraction assign the No. 10 (75 m) sieve shall have a maximum plasticity index of six. The aggregate shall be in accordance with the following gradation requirements: SIEVE Percent by Weight (Mass)Passing 1 - inch (25.0 mm) 100Passing - inch (12.5 mm) 60-90Passing No. 4 (4.75 mm) 35-60Passing No. 30 (600 m) 10-35 These specifications meet the Missouri Standard Specifications for Highway Construction. The stone is to be delivered and "tail-gate" spread on the auto tour route at Mingo National Wildlife Refuge, Puxico, Missouri. Mingo National Wildlife Refuge is located approximately 25 miles NE of Poplar Bluff, Missouri. Delivery will be scheduled between 7/24/2008 and 8/15/2008. (vi) n/a (vii) Delivery of the roadstone shall be made F.O.B. Destination to the U.S. Fish and Wildlife Services' Mingo National Wildlife Refuge and tail gate spread on the 25-mile auto tour route and other areas on the Refuge as directed by the Refuge Manager. The Refuge office is located at 24279 State Highway 51, Puxico, Missouri 63960. The stone is to be delivered and work to be complete no later than August 18, 2008 (see line item). (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition (FAR provisions and clauses are available for review at http://www.arnet.gov/far). (ix) Quotes will be evaluated and award will be made to the lowest responsive, responsible offeror submitting a fair and reasonable price and meeting the terms of this solicitation. (x) Each offeror shall complete, and include with its quotation, FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items. In lieu of submitting completed provision 52.212-3, offerors are encouraged to complete the on-line Representations and Certifications (ORCA) at www.orca.gov, citing NAICS 212319 for this solicitation. Failure to submit provision 52.212-3 or ORCA, properly completed, may result in a non-responsive quotation. (xi) The FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items pertains as applicable to this acquisition. The following FAR clauses cited in the clause are applicable to this solicitation: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-33, and 52.232-36. (xiii) Contract Clause 52.211-6, Variation in Quantity, is incorporated into this solicitation. The permissible variation is a 15% Increase/15% Decrease and is applicable to Line Item 0001.
