Description
The U.S. Fish and Wildlife Service, Denver, Colorado intends to solicit on a sole source HubZone set-aside basis a requirement for the evaluation of ecosystem restoration and management options for Benton Lake NWR, Lee Metcalf NWR, and Cokeville Meadows NWR. Contract includes the evaluation at Benton Lake NWR and subject to availability of funds, options for Lee Metcalf NWR and Cokeville Meadows NWR. Each site will require the completion of five (5) separate tasks including an initial site visit and report to identify and determine available data and gaps in the information; identify presettlement ecosystem condition and ecological processes by compiling and collating information on the geologic history, condition, and distribution of presettlement vegetation communities and ecological processes; evaluate changes in the area from the presettlement condition and identify potential approaches to successfully manage specific habitats and conditions. Based on the information at this time the government considers the services specified as a sole source HUBZone small business set-aside from the Blue Heron Conservation Design and Printing LLC in Broomfield, Missouri and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. This requirement is restricted to certified HUBZone Small Businesses only. NAICS Code: 541690 Other Scientific and Technical Consulting Services, SB Size Standard $6.5M. Certified HUBZone Small Businesses who feel they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and include such other supporting evidence in sufficient detail to demonstrate the respondent's ability to provide the stated requirements. This information will be evaluated and used to determine if competitive opportunities exist. A solicitation document does not exist therefore request for such documents will be considered non-responsive to this request without further consideration. This notice may represent the Governments only official notice of this procurement. This notice is not a request for competitive quotes. The Government will consider all responses received within 10 days of the date of publication of this notice. A decision by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at teresa_henninger@fws.gov. Responses should include the firm's Dun and Bradstreet number (DUNS). Firms should identify themselves as a certified HUBZone small business.
