- NASA/NSSC plans to issue a Request for Proposal (RFP)] for the NASA 2008 SmallBusiness Technology Transfer (STTR) Program.The NASA STTR program is conducted under the authority of the Small Business TechnologyTransfer Program Reauthorization Act of 2001. It is designed as a vehicle for convertingthe nation's investment in research carried out by research institutions into newcommercial technologies in order to advance U.S. economic competitiveness and high-techdevelopment.Phase I proposals submitted in response to this solicitation must be jointly developed bya small business concern and a research institution with not less than 40% of the workbeing performed by the small business as the prime contractor and not less than 30% ofthe work being performed by the research institution.Eligible small businesses are invited to submit proposals in response to the NASA 2008STTR solicitation. The NASA STTR 2008 research areas are aligned with the needsassociated with the core competencies of the NASA Centers. The solicitation will focus onthe highest priority technology thrust of each NASA Center. To participate in the NASASTTR program, firms must have Internet access and an e-mail address. Details can be foundon the NASA SBIR/STTR Home Page at http://sbir.nasa.gov/. Note that the NASA 2008 STTR solicitation will be issued as a concurrent documenttogether with the NASA 2008 SBIR solicitation. While the solicitation documents arecombined, the review, selection and award processes will be conducted separately for eachprogram. Proposals must be submitted as either an SBIR or an STTR proposals and will onlybe considered for award under one program. NASA will issue the combined STTR/SBIR solicitation starting at noon Eastern time on July7, 2008. Distribution will be by the Internet as described below. Paper copies of thesolicitation will not be distributed. Instructions for electronic access to the solicitation are as follows: the solicitationand other program information will be accessible on the NASA SBIR/STTR home page whichcan be viewed at http://sbir.nasa.gov/. Those requesting the solicitation are stronglyencouraged to download it from the NASA Home Page as described above. However, if that isnot possible, potential offerors may contact the NASA SBIR/STTR Support Office forassistance by calling (301)937-0888. Questions regarding electronic access and other administrative matters should be referredto (301)937-0888. Detailed instructions for proposal development and submission arecontained in the solicitation. Proposals are due September 04, 2008, 5:00 pm Eastern timeand will be required to be submitted electronically as described in the solicitationinstructions.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541712 and 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about July 7, 2008 with an anticipatedoffer due date of on or about September 4, 2008. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective Offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
