- The National Guard intends to issue a Request for Proposal (RFP) to award a single, Firm-Fixed Price Contract for new construction at the Army National Guard Readiness Center Addition at Arlington Hall Station, VA. Project cost magnitude is between $100M and $150M. Project description includes but is not limited to: "The facility includes a specially designed multi-story Joint Headquarters admin building addition of permanent masonry type construction, multi-story parking facility, with features similar to the existing facility and mechanical, electrical, and communication equipment, emergency power generator and uninterruptible power supply (UPS) backup; special administrative areas within sensitive compartmented information facilities (SCIFs) and telecommunication center; joint operations center, general officer suites, auditorium, conference, and training rooms. Supporting facilities include access roads; security fencing and sidewalks. Extensions of gas, electric, sewer and communications utilities, storm water retention system. Physical security measures will be incorporated into design including maximum feasible standoff distance, internal bracing to prevent progressive collapse, blast walls, berms, heavy landscaping, and bollards to prevent access when standoff distances cannot be maintained. Existing 250,000 sf Readiness Center will be altered to accommodate the new facility. The facility is expected to achieve a LEED certification level of Silver. The selection process will be conducted in accordance with FAR Part 15.3 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price. Prospective offerors must submit a written past performance and technical proposal and price proposals for the all price requirements in the solicitation to be considered for award. The North American Industry Classification System (NAICS) codes for this work are 236220. The small business size standard is $31.0 million average annual revenue for the previous three years. This action is being procured on an UNRESTRICTED The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. A joint venture may be considered a HUBZone small business for the purpose of this acquisition if the business entity meets all the criteria in CFR 126.616. (Reference FAR 19.1303(c)). HUBZone Joint Ventures shall include, with their initial proposal, acceptance of the Joint Venture agreement by the Small Business Administration in order to receive price evaluation preference in accordance with FAR 52.219-4. The tentative date for issuing the solicitation is on-or about 16 Jul 2008 at http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp The Draft 95% plans and specifications will be posted to FedBizOpps on-or about 7 Jul 2008 for comments. The plans and specifications will be available only from the FedBizOpps website on-line at https://www.fbo.gov. A link to this site can be found under Plans at the solicitation website as well as instruction for submitting comments and questions prior to solicitation issuance.The 95% Plans and specifications will be used for the initial proposal submission. Contractors are advised that the proposal requirements are contained in the solicitation and should be reviewed in detail prior to the pre-proposal conference. The tentative date for the pre-proposal conference is on-or-about 29 July 2007, 10:00 a.m. local time at a location to be named in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. All attendees must register to be granted access to the conference. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted as specified in the solicitation. The solicitation closing date is scheduled for on-or-about 15 Aug 2008. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website and FedBizOpps. The solicitation and associated information except for the plans and specifications will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and FedBizOpps in order to view or download the plans or drawings from the web site. This solicitation is not a competitive bid and there will not be a formal public bid opening.
