The Bureau of Indian Affairs is seeking potential contractors with the capabilities of providing 3 ea Power Utility Computer System (PUCS) that encompasses the spectrum of services of a typical electric utility, to include but not be limited to customer billing and collection, accounting, inventory, engineering, and mapping. The BIA has used multiple systems in the past, and wishes to consolidate the functionality into a single system that meets the needs of all users, in order to reduce costs and improve efficiency. The contractor shall complete the following: 1. Confirmation of gap analysis done during proposal (determination of how what the Government is asking for differs from what the standard COTS provides) 2. Development of plan for remainder of effort. 3. Customization of COTS (if necessary). 4. C&A support. 5. Testing of customization and demonstration of successful completion. 6. Pilot of solution which includes Training of pilot participants, Operation of Pilot, and Analysis of lessons learned. 7. Adjustment of solution based on lessons learned during Pilot. 8. Testing of adjustments. 9. Full Scale deployment which includes the Operational Manuals, Contingency planning, Installation of system, Training of users, Transition from existing solutions to this solution, and Parallel operation and comparison of results. 10. Operational Support which includes Develop/provide manuals, Help Desk support, Upgrades COTS revisions as applicable, System Tuning for optimum results and Maintenance Contract Extended Support. PLACE OF PERFORMANCE: The place of performance will be BIA offices in Albuquerque, NM, with a satellite location in Herndon, VA, for installation of the system and the backup respectively. The training may be performed at both locations, as well as three utility locations. Financial and accounting modules (including service orders) will be in the central site of Albuquerque, and the other engineering modules will be at the three utility locations. PERIOD OF PERFORMANCE: The period of performance is currently projected for late summer or early fall of 2008. The system should have an implementation date no greater than 52 weeks from the date of any award. The maintenance contract period will be one (1) year following the acceptance and may include four (4) options tears. The maintenance and upgrade services will include any software revisions, database administration, system administration and refresher training covering all revisions to the operating system and the COTS ( and/or modified COTS) for the government personnel at least twice during exercising of the options. The government intends to make an award on a competitive best value basis to that offeror (1) whose proposal meets the technical requirements of the issued solicitation and (2) whose technical/cost relationship is the most advantageous to the Government. THIS IS NOT A REQUEST QUOTE, PROPOSAL ,OR INVITATION FOR BIDS. The responses received from this posting will be used to compile a potential mailing list. Contractor must be registered in the Central Contractor's Registration (CCR). Contractors can register at www.ccr.gov. The Government is in no way obligated to do business with or to enter into in any form of contract with any person, firm or other entity that receives this inquiry. The inquiry neither states nor implies that future contracts will be awarded to persons, firms, or other entities responding to this inquiry. REQUEST FOR PROPOSAL (RFP) INSTRUCTIONS: There will be no electronic solicitation published as a result of this pre-soliciation. Only mailed RFPs will be sent out. All interested parties shall respond with a notice of interest to include its company name, address, point of contact, and any other pertient information to receive a RFP not later than July 8, 2008 1:00 pm CST.
