Description
NAICS Code: 5416 Scope of Work The Office of Wetlands, Oceans, and Watersheds (OWOW), Assessment and Watershed Protection Division, Non-Point Source Branch is tasked with evaluating the performance and costs of Low-Impact Development (LID) Best Management Practices (BMP) as part of encouraging communities to incorporate LID. An important component of the evaluation is the development and promotion of a stormwater management tool that will serve multiple uses: 1) Provide a framework to easily demonstrate to non-technical users the type performance results (reduction in surface water runoff) that can be achieved by LID practices - the user will be able to conceptually design facilities to meet their specified runoff reduction goals; 2) Serve as an outreach tool to encourage users to experiment with different potential stormwater management scenarios; 3) Provide users with planning-level capital cost estimates. The use of this cost tool will enable non-technical users to estimate the amount of stormwater that could be retained on-site by comparing their "Conventional" site design to a "Green Scenario" with LID BMPs, in an easy-to-follow, on-line worksheet. The user will have the ability to easily modify the scenarios, creating an understanding of the surface runoff benefits of LID. The intent is that the tool will promote more use of LID and green infrastructure in development and redevelopment. OWOW plans to enhance an on-line Stormwater Management Calculator that the Center for Neighborhood Technology (CNT) has prepared in a beta version for Chicago. The CNT's Calculator has already been developed in a preliminary form and is copyrighted. The Calculator incorporates many of the desired features for LID BMPs, with rainfall retention amount compared to those required in the Chicago Stormwater Ordinance. The spreadsheet tool was developed by CNT as part of the Chicago effort to expand the use of LID techniques and promote a better understanding of the resulting reductions in surface runoff. Use of this copyrighted CNT calculator as basis for an enhanced nationally-applicable LID BMP calculator will serve several objectives: 1) Minimize the cost of developing a new tool by building on one that already incorporates many of the desired features; 2) Improve the outreach and use of the tool via the existing network of CNT users; and 3) Engage the existing CNT project team that has experience in developing and launching this type of user-friendly on-line tool. CNT has agreed that if they are selected for this project they will make the resulting enhanced tool, with the previously developed components, freely available to EPA and to the public. Procurement is requested for the following items: 1. Modify the copyrighted Stormwater Management Calculator to make it more nationally-applicable, with consideration of the following features: I.Addition of a scenario for "predevelopment", so that users can compare "conventional" and "green" to user-entered "predevelopment" conditions.II.Modification of the runoff volume control goal of 0.5 inches for Chicago to a user-specified goal of depth or of "predevelopment" conditions.III.Addition of a pick-list of runoff control goals (for example: Chicago's 0.5 inches; the Energy Independence and Security Act of 2007's goal of "predevelopment"; draft LEED-ND credits), to assist the user in selecting an appropriate goal while educating the user about existing runoff control goals throughout the US.IV.Addition of more LID BMPs, such as disconnected downspouts, amended soils, cisterns/rain barrels, reduced street widths, and elimination of curb and gutter. V.Recommend a way to report the quantity of annual rainfall and the estimate of the amount of runoff that each scenario reduces annually.VI.Addition of a printer-ready format for generation of results.VII.Enhancement of visual graphics.VIII.Addition of a link to a description of the methods and assumptions used in estimating surface runoff reductions and cost estimates, with limitations noted.
