Description
This notice serves as a modification to presolicitation notice posted under Reference-Number-20035-08 on 3 April 2008. Presolicitation notice is herby modified to read as follows: The Naval Air Systems Command intends to award a delivery order to the AN/ALQ-214 IDECM BOA with ITT Avionics, Clifton, New Jersey, for risk reduction of the AN/ALQ-214 Engineering Change Proposal (ECP). The scope of this effort includes supplies and services required from the Contractor for risk reduction efforts in support of an AN/ALQ-214 ECP. The ALQ-214 ECP is intended to allow the ALQ-214 to meet the requirement for the On-Board Jammer (OBJ) to function on F/A-18 C/D/E/F. This ALQ-214 ECP support shall include development of Preliminary functional block diagrams at the OBJ system and sub-system level (e.g., Receiver, Technique Generator (TG), resource management functions) and also development of preliminary system level specification requirements and SRA level specifications. This support shall also include preliminary design of the WRAs/SRAs to include the digital and RF SRAs and the common shock/hard-mounted rack assembly, and software requirements. The Contractor shall conduct two Technical Interchange Meetings (TIMs) and one System Level Requirements Review to review the technical status of preliminary specifications and associated ECP design changes. The Contractor shall report on each effort, and may be required to prepare and submit “Engineering White Papers” for discussing tradeoffs associated with hardware or software changes. A September 2008 award is anticipated for these efforts. This effort is being awarded on a sole source basis, as ITT Avionics is the sole designer, developer, and manufacturer of the AN/ALQ-214(V)3 subsystem and is the only firm that can provide these services within the required time frames and cost limitations.
