- The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) intends to procure on a sole-source basis with the University of Wisconsin, 1525 Linden Drive, Madison, WI 53706 for services regarding the evaluation of gene expression in the Study to Understand Cervical Cancer Early Endpoints and Determinants (SUCCEED). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 and the business size standard is $6.5M Period of performance: Performance shall be for one year from date of award. The main objective of SUCCEED is to identify host and viral biomarkers that will distinguish those women with HPV infections that are likely to clear infection from those that are likely to have persistent infection and progress to cervical cancer. As part of the SUCCEED study, frozen specimens from cervix lesions representative of the disease continuum (normal, CIN1, CIN2, CIN3, cancer) have been embedded in cryomolds and flash frozen in liquid nitrogen. This protocol for frozen cervix tissue procurement was implemented for preservation of RNA which is intended to be extracted from pure cell populations and processed to define host gene expression profiles. The contractor shall evaluate cervix tissue quality, conduct laser capture microdissection, RNA extraction, and host and viral expression arrays on frozen cervix tissues provided by the NCI. As the HPV chip and the microRNA chip are produced solely by the University of Wisconsin at Madison and the utilization of this assay is critical to the proposed analysis of SUCCEED specimens for host and viral expression, it is further suggested that the processing of SUCCEED specimens be done at the University of Wisconsin at Madison. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on July 16, 2008. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
