- VA National Center for PTSDDate: 06/23/2008 Project: Rewrite and Edit Fact Sheets DESCRIPTION OF WORK The NCPTSD Website (www.ncptsd.va.gov) contains 135 Fact Sheets (i.e., brief overviews of information) on a variety of topics related to PTSD and traumatic stress. Specific audience groups were created as part of a major website re-design. In addition the Center has begun the process of repackaging fact sheets originally written for professional audiences into material appropriate for the general public. Fact sheets need to be presented in a way that will capitalize on adult learning strategies in order to increase the impact of the material on the reader. We believe several steps are necessary to insure that fact sheets are appropriate for the general public, including veterans, other trauma survivors, and family members. 1.Fifty two (52) existing fact sheets for the general public need to be reviewed. Content should be revised so that it is easy to understand and is engaging to our general audience. This means that it needs to be both written at a 7th grade reading level and presented in a manner which is accessible to this audience. 2.Thirty six (36) fact sheets that currently serve as both lay and professional audience fact sheets need to be revised so that there is a specific version written for each audience group. Again, information needs to be written at both the correct grade level and in a way that is accessible to the targeted audience. 3.Forty seven (47) fact sheets for professional audiences need to be reviewed. Content should be revised so that it is presented in an easy to understand format that is suitable for a professional audience. 4.Finally, redundant content within audience groups needs to be identified and eliminated. In some cases the content can be eliminated while in other cases content might be revised and included in other existing fact sheets. Fact sheets content can be supplied to the vendor in html format, or text can be pulled directly from the Website by the vendor. A VA Education Specialist will work with the vendor to provide guidance on necessary changes and to review overall strategy for edits. The vendor will accept up to three rounds of edits from the NCPTSD Executive Division. Final fact sheets will be supplied by the vendor in a web-ready format as specified below. DELIVERABLES: Contractor will provide final revised educational materials in web-ready format, including at least 52 fact sheets for the general public, 36 fact sheets (that serve two audiences), need to be divided and written for each specific audience, and 47 fact sheets need to be reviewed and edited as needed for the professional audience. SKILLS NEEDED The contractor needs to be proficient in creating educational materials on health (and preferably mental health) for both a lay and professional audience. This requires understanding of: how to translate research into practice, curriculum development, adult learning strategies, scientific writing, and social marketing. Contractor must be familiar with VA/Government 508 compliance regulations so that fact sheets can be delivered in a web-ready format. Specifically, the contractor must: 1)Demonstrate an understanding of all elements involved in this project including: a.Ability to write effectively for a variety of audiences including the Centers audiences as specified in this work request b.Experience in creating effective educational materials for health promotion c.Experience in taking research findings and translating to educational formats easily absorbed and retained by learners d.Experience working with researchers and clinicians e.Knowledge in making materials web-ready as per Center's website specifications f.Familiarity with trauma and PTSD preferred 2)Have at least two years experience in this type of work. 3)Fully describe past experience in conducting the type of work specified in this solicitation. 4)Have sufficient knowledge of the National Center's extensive website and familiarity of Center's portfolio of fact sheets and other materials such that new materials are produced that are compatible with the Center's current Website. EVALUATION CRITERIA The government will award a contract based on technical experience, past performance and cost/price. FACTOR 1: EXPERIENCE AND TECHNICAL APPROACH a)Demonstrate your understanding of the solicitation requirements and submit a proposed approach to meeting and/or exceeding contract specification and deadlines. b)Demonstrate that you are currently and regularly engaged in writing and editing educational content focused on health/mental health for both a lay and professional audience. c)Edit the sample fact sheet "Nightmares" located at http://ncptsd.va.gov/ncmain/ncdocs/fact_shts/fs_nightmares.html?opm=1&rr=rr28&srt=d&echorr=true so that it is appropriate for a general audience and submit with your proposal. d)Describe the proposed Project Team for this effort and provide a brief resume of key personnel e)Describe how you plan to accomplish this work including completion dates. FACTOR 2: PAST PERFORMANCE a)Describe your past experience with creating and revising educational content as specified in the scope of work. FACTOR 3: COST/PRICE a)The pricing proposal should be specific and separate from the technical proposal. It shall contain supporting cost information in sufficient detail to indicate how the offeror arrived at the proposed prices.
