Description
USACE, Engineer Research and Development Center (ERDC) intend to solicit on a sole source basis under the authority of FAR 6.302-1 to Thermo Fisher Scientific (Ashville) LLC for a Refrigerated Superspeed/High Capacity Centrifuge. This instrument will be used to separate large quantities of environmental samples. The centrifuge should be compatible with other centrifuge rotors and bottles currently used in the laboratory. The specific performance specifications will meet or exceed those set forth below. Must be able to run select rotors up to 22,000 rpm. Must be able to contain 3000 ml per cycle and run up to 9000 rpm. Must be able to interchangeably utilize most of the rotor inventory that is specified for use with the RC-5 and RC2B Sorvall model centrifuges. The centrifuge chamber must be a closed system and not require a vacuum for operation. The centrifuge must accept system integrate Super-Lite composite and Super-Lite aluminum rotors allowing faster acceleration and deceleration times, with accurate temperature control. No canister or additional subassemblies required. The centrifuge should have a lift over profile no greater than 33.4 inches. This provides ergonomic features providing a safe working height for instrument users. Must employ a brushless, high frequency direct drive motor with a 3-year warranty to eliminate service maintenance due to service issues related to belt-driven systems. Must have a CFC-free refrigerant system that is protected by a 5-year warranty. The centrifuge must have password protection against unauthorized users. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies will satisfy agency requirements. Thermo Fisher Scientific, is the only known source capable of meeting the Governments requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact not later than 2:00 CST, NLT July 8, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
