- The National Cancer Institute (NCI) plans to procure on a sole source basis for services regarding Enumeration of Young Women in Guanacaste and Puntarenas, Costa Rica and Follow-up Data with Fundacion Inciensa (FUNINI); Detras Centro Comercial Tres Rios 671-2250; Tres Rios, Cartago. The North American Industry Classification System Code is 541380 and the business size standard in $11M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. The purpose of this procurement is the delivery of enumeration information on women from Guanacaste and regions of Puntarenas that are within the ages of 22 and 30.. This information will be used to evaluate the initial feasibility of ascertaining this new control group for future efforts. Fundacion Inciensa (FUNIN) will provide important information that will help define the possibility of ascertaining and inviting for participation a new group of controls for the extended follow-up phase of the Human Papillomavirus (HPV) Vaccine Trial in Costa Rica. The control group will consist of women living in the same study areas included in the original trial and from the same birth cohorts. Specifically, the contractor, Fundación Inciensa, shall deliver enumeration information to the NCI by the Fall of 2008. This acquisition will provide unique information to evaluate the feasibility of recruiting a new control group of young women from Guanacaste and Puntarenas, Costa Rica for the extended follow-up phase of an ongoing HPV Vaccine Trial in Costa Rica that was initiated in 2004. Period of Performance shall be 5 months from date of award. FUNIN is the only source known to the NCI that has recent, up-to-date, and complete enumeration of women in the same age range as women currently enrolled in our vaccine trial and from the same catchment area within Costa Rica. Assessment of the feasibility of ascertaining women for the new control group planned during the extended phase of the HPV Vaccine trial in Costa Rica requires enumeration data from the specific target population in the Guanacaste and Puntarenas regions. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 11:00 am ET on July 16, 2008 to Malinda Holdcraft, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
