- The Department of Health and Human Services (DHHS) intends to negotiate with First Nations Behavioral Health Association, a non-profit organization, on a sole source basis, to develop a compendium of best practices for indigenous communities. The period of performance will be from September 30, 2008 – September 29, 2009. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). This procurement is under the Simplified Acquisition threshold and will be awarded as a Simplified Acquisition. The purpose of this purchase order is to develop a compendium of best practices for indigenous communities. Specifically, it will consist of 6-10 best practices focusing on American Indian/Alaska Natives and 6-10 best practices focusing on Pacific Islanders. The compendium will be inclusive of practices throughout the public health continuum, from education and awareness and stigma reduction to early identification, early intervention, treatment, and recovery services and supports. Practices may also include systems-level interventions focused on workforce development, systems integration, financing, or surveillance and evaluation. It is expected that his compendium will be informed by multiple sources of data: empirical data demonstrating effective clinical practices for American Indian/Alaska Native and Pacific Islander communities; provider experience with effective strategies that results in sustained recovery for these communities; consumer experience with effective strategies; or administrative data reflecting improved systems outcomes in areas such as training, access to services, or community engagement. First Nations Behavioral Health Association (FNBHA) is uniquely positioned to perform the tasks as it is the only national organization addressing both substance use and mental health issues from multiple stakeholder perspectives, including community leaders, consumers, researchers and providers in the American Indian/Alaska Native community. FNBHA is the only national organization for Native American indigenous people whose goals is to advance the behavioral health and well being of Native peoples. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. This notice of intent is not a request for competitive proposals. No solicitation document is available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
