Description
Solicitation No. W81XWH-08-R-0030 will be issued on or about 18 July 2008 and proposals will be due on or about 18 August 2008 at Noon (12:00 p.m.), Eastern Time. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download, and print a copy of the solicitation and any resulting amendments ON OR ABOUT 18 July 2008 at the following website: http://www.usamraa.army.mil (click on Products, then Solicitations). The solicitation will also be posted on the Army Single Face to Industry Acquisition Business Website: https://acquisition.army.mil/asfi/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: http://www.ccr.gov or by calling 888-227-2423. This procurement is UNRESTRICTED AND IS NOT set aside for small business concerns. The North American Industry Classification System (NAICS) code for this procurement is 541690 with a size standard of $6.5M. Performance-Based Statement of Work for Avian Influenza/Pandemic Influenza (AI/PI) and Other Emerging Disease Surveillance: The contractor shall provide support to the United States Medical Component Armed Forces Research Institute of Medical Sciences (USAMC-AFRIMS). The contractor shall provide equipment and support to the USAMC-AFRIMS for international emerging infection disease surveillance. The contractor will provide on-site epidemiological and scientific support for studies related to the surveillance and detection of emerging infections. The USAMC-AFRIMS will initiate a plan to provide research, funding, personnel resources, and the centralized management for coordination and reporting related to DoD efforts for setting up regional surveillance for avian influenza/pandemic influenza and other emerging diseases of military importance. The results of these efforts will be coordinated with the DoD-Global Emerging Infection Surveillance and Response System (DoD-GEIS). The contractor shall 1) provide equipment, supplies, and shipping resources to USAMC-AFRIMS for the purposes of conducting enhanced surveillance and serosurveillance for Pandemic Influenza; 2) provide an epidemiologist to serve as an on-site principal investigator for studies of influenza and emerging infectious diseases; and 3) provide a program manager responsible for monitoring and reporting expenditures relating to the AFRIMS GEIS program. All offerors must provide a written technical proposal discussing specified technical evaluation factors and a cost proposal. This is a competitive acquisition for the award of a cost-plus- fixed-fee contract consisting of a one-year base year and four (4) one-year option years. Award will be made to the best overall proposal, which is determined to be the most beneficial to the Government. This will be accomplished using the best value approach of subjectively evaluating non-priced factors, analyzing price, and possibly selecting for award other than the lowest-priced offer utilizing the trade-off process.
