Description

1. Recruitment/Advertising for Internal Revenue Service, Fresno Recruitment Office & Fresno Wage & Investment Campus, Fresno, CA. Request for Proposal (RFP) TIRWR-08-R-00029 DUE 14 July 2008, 4:00 pm Local Time. Point of Contact: Suzzette M. Birch, 415-848-2198, Suzzette.M.Birch@irs.gov, Contract Specialist. 2. This solicitation has been set aside 100% to small business; all responsible sources may submit a proposal. 3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. 4. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. 5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 and Department of Treasury local clauses. 6. The North American Industry Classification System (NAICS) code is 541810 and the business size standard is $6,500,000.00. Offerors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov, in order to be considered for award. 7. FAR 52.216-1 applies. The Government contemplates award of a Firm Fixed Price Service Contract from this solicitation. 8. Contract Line Items are 0001: Development of a Recruitment Advertising Plan, 1 EA; 0002: Recruitment/Advertising Services, 12 MO; 0003: Media Costs, 12 MO. Refer to solicitation for description of line items. Options 1001 through 1003 are the same as above. 9. Period of Performance: The period of performance will be from 1 August 2008 until 31 July 2009, with one Option Year (1 August 2009 until 31 July 2010). 10. The provision at FAR 52.212-2, Evaluation of Commercial Items applies. The Government will award a single contract resulting from this RFQ to the most responsive, responsible offeror whose offer represents the best value in terms of price and the following factors (all factors being equal to price): Key Personnel, Past Performance, Management Plan, and Business Experience. The contractor is required to be located within commuting distance from the IRS Fresno Campus. 11. The Government reserves the right to enter into an agreement with other than the lowest offeror. The government intends to enter into an agreement without discussions, nevertheless, the government may communicate with an offeror in order to clarify or verify information submitted in its offer. 12. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial, with its offer and FAR 52.204-8, Annual Representations and Certifications, or certification that these have been completed online via Online Representations and Certifications Applications (ORCA) at http://www.bpn.gov/. Offerors that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. 13. Past Performance Information: Provide three (3) customer references for the same or similar work as follows: Description; contract number; date of award; name and telephone contact. 14.
