- Despite unexpected delays, it is believed that a solicitation for this requirement will be issued within the next few weeks. The primary point of contact remains as: Kristopher Lemaster, (770) 488-2995, KLemaster@cdc.gov. 3/7/2008. This is a SOURCES SOUGHT NOTICE. This notice is for information and planning purposes only. This is not a request for proposals and does not commit the government to award a contract; therefore, no solicitation is available at this time. The Centers for Disease Control and Prevention (CDC), National Center for Preparedness Detection and Control of Infectious Diseases (NCPDCID), Division of Laboratory Systems (DLS) contemplates a contract in support of the CDC Model Performance Evaluation Program (MPEP), which assesses the quality and effectiveness with which laboratory retroviral or AIDS-related testing supports public health objectives. The contractor would update the data base management system for laboratories that perform retroviral and AIDS-related testing. The project would involve: (1) management of a data base containing information about laboratories in the United States and outside the United States that perform HIV Ab testing (both by conventional and rapid testing methods); (2) administer Office of Management and Budget approved questionnaire surveys to laboratories enrolled in the CDC, MPEP for HIV rapid testing to collect descriptive information; (3) enroll new laboratories in the MPEP through request by individual laboratories, by identification of testing laboratory through sources, such as the state laboratory director?s notebook (SLDN), and other means of identification; (4) provide special services in support of the performance evaluation element of the MPEP, including, but not limited to, mailing/e-mailing of pre-shipment and password letters, and maintenance of all databases related to shipment activities; (5) editing services and electronic data entry for report booklets containing performance evaluation (PE) testing results for HIV Ab testing by traditional and rapid testing methods; (6) preparation, mailing, and distribution of performance evaluations survey reports containing aggregate testing result information from laboratories performing HIV Ab testing; and (7) identify suitable donors, collect and prepare sample/specimens for use in a performance evaluation program for laboratories/testing sites performing HIV Ab testing by traditional and rapid testing methods, and package and mail these sample/specimen panels to MPEP participant laboratories.
