Description
By way of this Sources Sought Notice, the Chicago District-U.S. Army Corps of Engineers is surveying the market place to determine the interests and capabilities of certified SMALL BUSINESS (SB) CONCERNS who possess the capabilities and expertise to fulfill the requirements of an upcoming acquisition. The project will address the impacts of invasive plant species, restore the natural site hydrology, and provide direct aid to the native riparian plant communities through implementation of the identified measures. The applicable NAICS is 813312, with a small business size of $6.5M. The certified SB concerns must posses the following expertise, capabilities, and experience necessary to meet the requirements of the project. EXPERIENCE: Education and Experience – Project Manager -Bachelor’s in Biology, Botany, Restoration Ecology, Conservation Biology, Forestry, Wildlife Biology – Professional Wetland Scientist, Certified Arborist, Registered Landscape Architect, Natural Areas Certification, or other applicable license or certification -Minimum of ten total years experience in natural area restoration (experience in conventional seeding of pastures, CRP, and highway projects do not qualify) Experience and Education – On-site Supervisor -Bachelors in Biology, Botany, Restoration Ecology, Conservation Biology, Forestry, Wildlife Biology (include description of courses on restoration and plant ID) -Professional wetland scientist or in-training, certified arborist, registered landscape architect, natural areas certification or other applicable license or certification -Minimum of 7 years in natural areas restoration, including native seed and plug handling and installation (broadcast and drill of seeds) (experience in conventional seeding of pastures, CRP, and highway projects do not qualify). -Demonstrated expertise in native and invasive plant species identification of the Northeast IL/Northwest IN region, be able to field ID 90% of species in wetlands, prairies, savannas and woodlands -Certified to conduct prescribed burns (provide proof) -Licensed in the state of IL to apply pesticides Experience and Education – Field Crew -Minimum 2 years in natural areas restoration, including native seed and plug installation (experience in conventional seeding of pastures, CRP, and highway projects do not qualify). -Demonstrated experience in native and invasive plant species identification -Trained to conduct prescribed burns -Licensed in the state of IL to apply pesticides BRIEF PROJECT DESCRIPTION: This project will address the impacts of invasive plant species, restore the natural site hydrology, and provide direct aid to the native riparian plant communities through implementation of the identified measures. Drain tile impacts will be completely removed through the removal of tiles. All invasive species would be removed and controlled to the fullest extent possible through physical removal, herbicide application, mowing and controlled burning. The native riparian plant communities would be restored through development of a site-specific seed mix and purchase from a nursery. SUBMITTALS: The interested certified SB concern shall submit narratives addressing the information called out in the below paragraphs (Firm Experience & Demonstrated Assessment). A. Firm Experience (1) Confirm that you have implemented 3 natural areas restoration projects within the lower Lake Michigan region that are at least five years old, at least 100 acres in size, which used only native/local source plant species (expect for erosion control and fuel matrix purposes). Woody removal (trees and shrubs) and selective herbicide application for control of invasive/exotic plant species must have been performed for 2 out of the 3 projects. These projects can then be evaluated by the USACE. For each project include references with contact name and phone number, project photos (before and after), brief (500 words) project description and implementation strategy. (2) Confirm that are currently 3 natural areas restoration projects within the lower Michigan Region that are at least 5 acres in size, which are using only local native plant species (expect for erosion control and fuel matrix purposes) and woody removal (trees and shrubs) and selective herbicide application for control of invasive/exotic plant species. These projects should be able to be evaluated by the USACE. For each project include references with contact name and phone number, project photos (before and after if practical), brief (500 words) project description and implementation strategy. B. Demonstrated Assessment Abilities (1) Confirm that you have the ability to perform native plant restorations and enhancements in wetlands, prairies and savannas, with experience in converting old field to the communities listed above. (2) Confirm that you have the ability to conduct yearly monitoring and assessment of large areas of restoration of native plant species. Confirm the ability to report in a standard format the results of monitoring and assessment. Confirm the ability to then use the results of monitoring and assessment to implement management activities (e.g. mowing, burning, herbicide application, supplemental seeding/plugging, etc.) in restoration areas in the lower Michigan region. (3) Confirm that the on-site supervisor and field crew have knowledge and experience in the taxonomy of native and non-native weedy species of Northeast IL/Northwest IN. This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Only certified SBs are encouraged to participate in this survey.
