Description
NASA/ARC has a requirement for thermal, mechanical and physical testing of PICA(Phenolic Impregnated Carbon Ablator), a porous, low density thermal protection material. The testing includes an emphasis on correlating PICA properties to manufacturingvariables. This material is manufactured by Fiber Materials, Inc. (FMI) using aproprietary process, and thus the correlation of properties to manufacturing variablescan only be accomplished by FMI. The specific tests include tensile strength and modulusat room temperature and -150 F, shear by ASTM C273 method, compressive strength andmodulus, thermal conductivity by guarded hot plate and ASTM E1225 standard methods,thermal gravimetric analysis, and differential scanning calorimetry.Since NASA has had measurements of this type performed on PICA at various facilitiesincluding FMI, a key element of the current work is to repeat the test techniques using astandard provided by NASA in order to allow direct facility comparisons on a NISTtraceable material. This comparison is critical for meeting NASAs milestone forcharacterizing heat shield material property test traceability. The contractor isrequired to have the facilities, staff and technical expertise to perform all of theabove listed work at the required level of quality assurance within a five month periodof performance in order to meet critical program milestones.ARC intends to purchase the services from Fiber Materials, Inc. of Biddeford, ME, inaccordance with 10 USC 2304(c)(1), the only known responsible source for these items, andno other supplies or services will satisfy agency requirements. FMI is the only sourceidentified that meets all of NASAs requirements.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 12:30 p.m. local timeon July 16, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
