- [DRAFT Pre- solicitation SYNOPSIS FOR RFP No.: 08-N231-6005ha: HIV/AIDS Bureau (HAB) Quality Technical Assistance The Department of Health and Human Services, Health Resources and Services Administration/HIV/AIDS Bureau (HHS/HRSA/HAB), intend to contract to provide assistance and support as a continuation in fulfilling the legislative mandate required under Part XXVI of the Public Health Service Act as amended in December 2006 (The Ryan White Program). This assistance will allow the HAB staff to better focus on improving program management, processing all applications promptly and making accurate determinations. This is a 100% Small Business Set-Aside. Award of a contract resulting from the forthcoming solicitation is restricted to small businesses under NAICS 541990. The Government intends to let a cost-plus fixed-fee contract for one year with TWO 1-year options. The actual effort may vary as a result of negotiations.
