- Sources Sought for Master Solicitation, HTC711-07-R0007, posted on 17 July 2007. The Master Solicitation became effective 1 October 2007 and expires on 30 September 2010. The Master Solicitation is advertised on a quarterly basis to expand the list of eligible FAR Part 121 air carriers of both small and large business size. In order for an air carrier to provide domestic charter service for one-time short notice requirements, the carrier must be a member of the Civil Reserve Air Fleet (CRAF) or be determined by Air Mobility Command (AMC) to be Technically Ineligible for CRAF. In addition to the CRAF requirement, the air carrier must be DOD Approved by AMC.
