- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Southern Region Contracting Center-West (SRCC-W) intends to award a firm fixed- price contract on a sole source basis in accordance with FAR 6.302-1(a)(2)(ii)(A) to Alamo Integrated Systems, Inc., 2805 SW Loop 410, San Antonio, Texas 78227-3353, for the purchase and installation of Protected Distribution System Intrusion Detection System and Access Control System / Closed Circuit Television. The purchase and installation of the security equipment is commercial within the meaning of FAR Clause 52.212-1. The AIS Console uses a standard PC architecture to integrate access control systems, camera systems and video recording systems which allow simple, proactive monitoring. The live and pre-recorded video must be controlled exclusively by the AIS Console. For this specific requirement the contractor must be a certified Identicard dealer and AIS Console dealer. The software is designed to program, monitor and record an audit trail all field devices for any authorized or unauthorized entries. This system will be interfaced and communicate over the network or hardwire to the access control and alarm monitoring panels located in the basement. The access control panels will communicate over hardwire to the card-readers and the associated monitoring door switches. The system currently installed in the Ft. Sam Houston Garrison Installation Operations Center (IOC) is the same system used in AMMEDC&S, ARNORTH, USARSO and BAMC. Installing a non-compatible system will result in degradation of reciprocal access to Ft. Sam Houston IOCs during emergencies and contingencies. The contract will be issued on or about 22 July 08.
