- The National Guard's NGB-PARC-S Office on behalf of the National Guard is seeking potential architect and engineering firms that have the capability to provide such services as part of Multiple open-ended Indefinite Delivery Indefinite Quantity contracts for investigative, design, and construction surveillance to include Type A, B, and C Services for a wide variety of administrative, industrial, and support facilities to meet the needs of the National Guard. These services may be required for projects at National Guard locations throughout the United States and its territories and possessions to include Guam and the Virgin Islands, Puerto Rico. Contracts will be made with multiple firms and subsequent task orders will be awarded pursuant to fair opportunity to the enterprise selected as most qualified for the project to be undertaken. Task Orders placed against this contract shall range from an anticipated minimum of $50,000 to an undefined maximum NTE contract maximum ceiling. The maximum ceiling of each resultant contract is anticipated to be $90,000,000. The basic contract will have an initial performance period of approximately two years with three additional one year options. Services may include but may not be limited to A: the preparation of plans, specifications, calculations, and cost estimates; B: the development of cost management, quality control, and quality assurance plans; C: construction surveillance inspections; D: development of design standards; E: preparations for national design submissions; F: making technical, economic, planning, and environmental studies, analyses, surveys, investigations, reports, and studies; G: development of performance criteria for design build projects and H: development of documents to support various Government construction programs. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: (1) Brief overview of firms capabilities and experience on projects similar in scope and cost magnitude to this program; (2) Additionally, to assist in determining the acquisition approach for a formal solicitation to be issued at a later date, interested contractors are requested to state their socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as it relates to North American Industry Classification System Codes (NAICS) of either 541310 or 541330 (small business size standard for both is $4.5 million). Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Do NOT send SF 330. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies / individuals interested in responding are invited to submit their information via email only to Contracting Officer at ngbzcparcs@miself.ang.af.mil.
