- A sole source procurement is contemplated with MesoSystems Technology, Inc., 415 N. Quay, Bldg. A, Suite 5, Kennewick, WA 99336-7783. MesoSystems is the only known qualified source to perform this effort. US Army Tank-Automotive Research, Development and Engineering Center (TARDEC) desires to procure the design and development of a trailer-mounted solid desiccant Water from Air (WFA) system prototype for operational demonstration and evaluation. Market research indicated that MesoSystems is uniquely capable and facilitized to meet TARDEC's research requirements in a timely and cost-effective manner. Projected period of performance is twenty-four (24) months. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
