- THIS IS NOT A REQUEST FOR QUOTATIONS OR PROPOSALS. The Department of Homeland Security (DHS) intends to negotiate and award a contract to The Conference Board, Inc. on a Sole Source basis to perform research relating to cyber and physical protection. The Conference Board, Inc. collects, analyzes, and reports on private industry Critical Infrastructure-Key Resource (CIKR) protection data in order to create an analysis of the protection trends within the business sector since the World Trade Center attacks. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation, FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The tasks associated with these efforts are (1) the development of two in-depth research reports on security awareness for corporate executives (e.g., CEOs, CFOs, COOs, CIOs, and other senior level management) which will provide a comprehensive cross-section of knowledge on corporate practices and trends in security awareness and business community issues to include the use of various data gathering tools such as surveys, interviews, and case studies addressing and documenting corporate behavior towards incorporating security as a business issue; (2) the development of three (3) Executive Action Reports which will be designed to communicate key concepts to generate awareness of key themes and trends of potential interest and importance to senior business executives and include analysis by the contractor of studied changes in corporate practices; (3) conduct a series of six (6) Senior Executive Workshops that focus on the economic perspective of security and CIKR assurance with the objective of these translating CIKR into corporate management terms and encouraging management to take action within their organizations; and (4) expand the basic metrics research report consisting of an inferential study on security metrics for private industry. Also, the contractor will add to this report through research on the issues and obstacles for collecting metrics information by government, recommendations for appropriate vehicles for collection of such information and incentives to reduce or mitigate obstacles across private industry and within critical sectors identified through government policy. The period of performance will be date of award for a period of 12 months. The NAICS Code for this requirement is 813910 – Business Associations. If your company believes it is capable of fulfilling this requirement, statements of capability shall be submitted in writing to include company name, address, and point of contact, telephone number, e-mail address, facsimile number and business size (indicating whether you are a large or small business for the purpose of the assigned NAICS code). All information submitted should support your company’s capability to provide the services required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating your company’s bona fide capability to provide the services. Written responses must not exceed three (3) pages and must be received no later than 2:00 PM EST, July 17, 2008 to email address: david.gale@dhs.gov. No solicitation document exists and requests for such will not be considered. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. As a result of analyzing the responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued, but no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent and demonstrate their technical capability to provide the required services. An award will be made to The Conference Board, Inc. if no responses are received. All responses or questions regarding this posting must be in writing and sent via e-mail to david.gale@dhs.gov.
