Description
The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing, McConnell AFB Kansas, announces the projected solicitation for the Repair HVAC System and Exhaust Hoods at the Airman Dining Hall, project number: PRQE 04-0004A. This project consists of furnishing all labor, materials, tools, expertise, testing, surveying, equipment, reports, samples, warranties and transportation necessary to repair the HVAC system and exhaust hoods at the Airman’s Dining Hall, Bldg 408, at MAFB. The principal items of work include, but are not limited to, upgrading the HVAC system with a chilled water system, modifying the kitchen exhaust hoods to operate properly and to adherence of Fire code, remodeling rest room layouts and providing adequate exhaust in the staff rest rooms. The RFP consists of five (5) CLINS, a base bid item plus four (4) options. CLIN 0001, Base bid, Repair HVAC and Exhaust Hoods, Bldg 408, 1 LS; CLIN 0002, Option CLIN, Repair Staff Locker/Restrooms, 1 LS; CLIN 0003, Option CLIN, Noise Reduction in Dining Room, 1 LS; CLIN 0004, Option CLIN, Replace Serving Area Floor Tile, 1 LS; and CLIN 0005, Option CLIN, Replace six (6) Kitchen Exhaust Hoods, 1 LS. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPT) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance is expected to be 270 calendar days after receipt of Notice to Proceed. This is a Total Small Business Set-aside. The magnitude of construction is between $1,000,000 and $5,000,000. The NAICS code for this requirement is 236220. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis, the release of the solicitation package, which should be on or about 15 July 2008, and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until the funds are available. The government reserves the right to cancel this solicitation/RFP either before or after the bid opening/RFP closing date. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
