- The General Service Administration (GSA) in San Francisco, CA intends to award an Other Than Full and Open Competition contract for the service to develop an Environmental Assessment Report. The proposed contract action is for architect and engineering services which the Government intends to solicit and negotiate other than full and open competition under the authority of FAR 6.3. This notice of intent is not a request for competitive proposals. However, all proposals received within twenty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposal contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
