Description
This is a SOURCES SOUGHT NOTICE to determine the capability and availability of commercial sources to complete on site reviews of 188 Mental Health Residential Rehabilitation Transformation Plan (MH RRTP)s at 104 facilities nationwide to assess and evaluate the successful implementation of the Mental Health Residential Rehabilitation Transformation Plan and VHA MH RRTP Policy Handbook The Department of Veterans Affairs Medical Centers, Hampton VA has been tasked to procure this service. The contractor shall provide all management, tools, supplies, equipment, and personnel necessary to ensure that site reviews are completed. Contractor will survey each MH RRTP to review program compliance with the overall intent and standards set forth in VHA Handbook, as well as compliance with the Key Transformation components. Tasks include but are not limited to: Development of an assessment tool that targets all components of the MH RRTP Transformation as well as key components in the VHA MH RRTP Handbook, Conduct on-site reviews of all MH RRTP Programs in all VHA Medical Center Facilities, Determine level of compliance at each program and facility, Provide Executive Report of each program to VHA VA Central Office Program Director. Production of reports are to include, but not limited to: description and summary of results with associated graphs, charts, and tables; description of data collection and survey administration methods; discussion of sample characteristics and the representative nature of data; analysis of non-response; and briefings of results to include discussion of recommendations and potential follow-up actions, Provide consultation to programs on policy implementation as outlined in the MH RRTP Transformation Plan and VHA Handbook.. This synopsis is for planning purposes only and does not constitute a solicitation for proposals. Firms submitting responses should indicate whether they are large business, small business, Service disabled veteran-owned small business, veteran-owned small business, small disadvantaged business, women-owned small business, or HUBZone. The NAICS code will be 621330, with the Small Business Size Standard is $6.0 Million. Any interested firm capable of providing these services is requested to respond viae-mail to Robert.Headen@va.gov by 4:00 p.m. EST on July 10, 2008 with the following documentation: (1) Submit literature, brochures, and capability summaries identifying, at a minimum, business size, financial capability and past and/or current performance on similar contracts within the last three years together with contract numbers and applicable points of contact and current telephone numbers; (2) Also include a description of the plan to provide support and perform all of the services required (i.e. via team or subcontract participation of specialized contractors, and any recommendations or information particular to performing this work that will assist in documenting market research information). Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider any business arrangement as deemed appropriate for this procurement.
