Description
The U.S. Office of Personnel Management (OPM) intends to issue a request for proposals (RFP) to acquire a contractor to administer the Indemnity Benefit Plan under the Federal Employees Health Benefits (FEHB) Program. The successful offeror must maintain compliance with the FEHB Program guiding principles and all FEHB Program law and regulations. In addition, the successful offeror must comply with the provisions of the standard contract for FEHB fee-for-service carriers. The successful offeror must demonstrate their ability to provide health benefits nationwide as well as arrangements for the provision of benefits for enrollees regardless of geographic location (e.g. overseas). The successful offeror must include the following information in their technical proposals in order for OPM to determine their ability to successfully provide such benefits: (1) A detailed statement of the benefits offered (including any maximums, limitations, exclusions, and other definitions of benefits); (2) The premiums charged and underlying assumptions; (3) Demonstration that they have the proven experience in providing health benefits to public and private sector organizations; and (4) Demonstration that they have the financial resources to bear the insurance risk. The base performance period will be one year. We will determine if we will renew the contract for additional one-year terms. OPM and the contractor will renegotiate benefits and premiums before each contract term according to the FEHB Program annual contract negotiation cycle. OPM will hold the preproposal conference at 1900 E Street, N.W., Alan K. Campbell Auditorium (Ground Floor), Washington, DC 20415, on or about July 30, 2008 from 10:00 AM to 12:00 Noon. We encourage you to attend this preproposal conference. Attending the preproposal conference will help you learn more about our requirements and help you prepare a stronger proposal in response to the RFP. Offerors may ask questions at the preproposal conference. However, we strongly encourage offerors to submit questions prior to the preproposal conference. If you plan to attend the preproposal conference, you must e-mail Cheryl D. Allen by July 23, 2008 and include the following registration information: (1) Your company name, (2) Single company point of contact (first and last name, title, telephone number, fax number, e-mail address, and mailing address), (3) Your company website, (4) List of attendees (total number of your staff expected to attend the conference, first and last names, titles, telephone numbers, fax numbers, e-mail addresses, and mailing addresses), (5) Your business classification code, and (6) One-page executive summary of your company (including a general overview of the services and products you offer) in Microsoft Word format or PDF. We anticipate issuing the RFP on or about July 7, 2008. The proposed acquisition will be unrestricted and we will consider all responsible sources that submit a proposal. Proposals will be due on or about September 2, 2008. We will not accept telephone requests for the RFP. We will award to the responsible offeror whose proposal we determine provides the best value to the Government. We plan to award the contract in December 2008. The period of performance will begin on January 1, 2010.
