Description
Type of Contract: The General Service Administration (GSA) announces an opportunity for firms with Construction Cost Estimating Services which include Cost Analysis and Cost Evaluation. This is a Firm Fixed-Price Contract for San Francisco, California area. This contract will be for one year. This procurement is 100% set aside for small business concerns in accordance with the Small Business Competitiveness Demonstration Program. Qualified minority and small business firms are encouraged to participate. ALL requirement of this announcement must be met for a firm to be considered responsive. NAICS code is 541330, Small business Size Standard is $4.0 million Offers are to be evaluated in accordance with Federal Acquisition Regulations Part 36.6 and General Services Administration Manual (GSAM) Part 536.6. Under this process the Government will award to the most highly qualified contractor who can negotiate a fair and reasonable price. Requirement under the Contract: 1. Objective The objectives of the proposed effort are as follows: 1) Satisfy an immediate need for technical support in the GSA Portfolio Management Division on matters relating to construction cost estimating, cost analysis, and cost evaluation. GSA (General Services Administration) is the same as “Government”. 2) Satisfy an immediate need for preparation of Independent Government Estimates (IGE) to support and evaluate bids and other cost proposals for construction projects. 2. Statement of Work The contract’s scope of work includes the following major work items: a. The Contractor shall provide construction cost estimating services as identified in Paragraph 2(b) below under the following general terms and conditions: Duty Station:The duty location shall be 450 Golden Gate Avenue, San Francisco, CA. GSA shall make space available at this GSA office location for Contractor’s personnel. Duration:The Contractor shall provide the services for a period of one (1) year. Training: The Contractor is responsible to ensure that the personnel providing the services have the proper specialized education and training in construction cost estimating. In addition, Contractor’s personnel shall have significant and substantial experience in estimating costs for renovation projects typical of office buildings and related commercial facilities. Training and experience shall be at a high level such that minimum technical supervision and technical guidance shall be required by GSA. Approval:GSA shall interview and approve the proposed personnel who are to provide the cost estimating services prior to commencement of services. Office Space, Equipment & Supplies: GSA shall provide all necessary office space, postage, telephones, copiers, computer equipment and general office supplies for use by the Contractor as needed to fulfill this Scope of Work. Other Duties:The primary duties of the Contractor are outlined below. b.The services required shall include, but are not limited to the following: 1. Analyze construction drawings, specifications, and other technical documentation to prepare time, cost, materials, and labor estimates for repair and alteration projects in federal buildings, courthouses, border stations, and similar commercial facilities. 2. Assess cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project proceeds through construction. 3. Work with various interested groups including management to formulate estimates and resolve construction budget issues. 4. Confer with engineers, architects, owners, contractors and subcontractors on changes and adjustments to cost estimates. 5. Prepare estimates used by GSA management for purposes such as planning, organizing, and scheduling work. 6. Prepare estimates for use in selecting contractors. 7. Review material and labor requirements, to decide most cost-effective approach for construction. 8. Prepare analysis and evaluations at regular intervals for the duration of the project. 9. Assist in the cost monitoring and reporting systems and procedures. 10. Assist with studies as needed to effect cost reduction in projects. c.Assist the Contracting Officer (CO) and Contracting Officer’s Technical Representative (COTR) throughout all phases of the projects to ensure that documents produced are acceptable to GSA and comply with all applicable statutes, regulations, guidelines (as per Federal Acquisition Regulations, FAR) and significant judicial decisions. d.Attend meetings and respond to questions as required on assigned projects. e.Review construction cost documents and provide written comments in a timely manner to meet project schedules and deadlines. f.Prepare and maintain a detailed and comprehensive construction cost file for each assigned project. 3. Confidentiality of Procurement-sensitive Information Government cost estimates are procurement-sensitive information under federal regulations, must not be disclosed to others, under possibility of legal penalties. The Contractor is required to protect the non-public nature of such information. The Contractor shall take all reasonable precautions to insure that there is no disclosure of procurement-sensitive information. 4. Submission Requirements and Evaluation Criteria: To be considered under this solicitation contractors must meet and show conformance to four factor requirements. Proposals must be submitted detailing qualifications and hourly rate. Factor 1)Key Personnel Factor 2)Past Performance (Summary) Factor 3) Past Performance (Examples) Factor 4)Experience/Cost Estimation Key Personnel – Resume: The key person is the one providing the construction cost estimating services at the Duty Station (450 Golden Gate Avenue, San Francisco, CA). Provide a detailed resume including education, experience, licenses, certifications, etc. The resume should demonstrate that the person is a subject matter expert in the area of construction estimating and is capable of performing the work with very minimum technical supervision. Past Performance – Summary: Provide descriptions and details of past projects to illustrate past performance. Clearly indicate whether the project illustrates the past performance of the company, the key person, or both. Completed projects shall be the most recent within the past 10 years. Past Performance – Examples: From the above summary of past projects, provide a list of 3 projects that best illustrate the key person’s ability to perform cost estimating for the following types of projects: 1. Renovation (remodeling) of office spaces and related commercial spaces such as public restrooms, elevators, etc., in mid-rise and high-rise office buildings. 2. Tenant improvement projects. 3. Replacement of various building systems such as mechanical systems (HVAC, plumbing, fire sprinklers), electrical and lighting systems. 4. For each of the 3 projects, include name, address, phone number, and email of the project owner’s representative who can provide a reference regarding the key person’s work. Cost Estimate – Sample: Provide a complete cost estimate developed by the key person as a sample. Sensitive client information may be omitted or blacked out from the sample. Notice to Offerors: Failure to address each of the evaluation factors and provide the requested information in writing may result in failure to qualify. Any proposals submitted after close of the due date will not be accepted in accordance with Federal Acquisition Regulation (FAR) 52.214-7 Late Submissions, Modifications and Withdrawals of Bids. Firms must submit a proposal with statement of qualifications and any other additional supplemental information; not to exceed 30 single sided pages of 8-1/2 x 1 size paper (Arial Font, 12 pitch preferred). Brochures or other pre-printed material may be submitted; however they are be considered a part of the 30 page limitation. It is the vendors' responsibility to monitor FedBizOpps for any changes and/or conditions. Any offeror submitting a proposal is required by the FAR to use the Online Representation and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA you now have the ability to enter and maintain your own information via the internet at http://orca.bpn.gov. To register in ORCA, you will need to have two items: an active Central Contractor Registration (CCR) record (http://www.ccr.gov/ for additional information) and a Marketing Partner Identification Number (MPIN) identified in that CCR record. Your DUNS number and MPIN act as your firms ID and password into ORCA. The basic information provided in your CCR record is used to pre-populate a number of fields in ORCA. Once in ORCA you will be asked to review pertinent information pre-populated from CCR, provide a point of contact, and answer a questionnaire that contains up to 26 questions. The answers you provide are then automatically entered into the actual FAR provisions. You are required to review your information for accuracy and at least annually in order to maintain active status. Firms which possess the qualifications to perform the services described are invited to submit their documentation, including hourly rates for the anticipated discipline for use in negotiating a fair and reasonable firm fixed-price no later than July 28, 2008, 4:00 p.m. (PST) to: GSA - Region 9, Public Building Service Portfolio Management Division - Capital Investment Branch (9PTC), Attn: Sheila Williams 450 Golden Gate Avenue, 3rd Floor East San Francisco, CA 94102.
