- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price contract to L-3 Communications Titan Group, 7104 Laird Street, Panama City, FL 32408, for fabrication and delivery of the following: Four (4) each Optical Isolator Assembly P/N 418-7404018-1; Four (4) each Circuit Card, Guardian #1 P/N 426-7621864-1; Four (4) each Circuit Card, Guardian #2 P/N 426-7621864-2; Four (4) each Nav Video Splitter P/N 426-7621866-1; Four (4) each Drive, CDR Removable Shuttle P/N 426-7621908-1; One (1) each Common Data Recorder (CDR) Assembly P/N 426-7621888-1; One (1) each Operators Display Panel Assembly P/N 7325600-002; One (1) each Chassis Assembly, Universal Keyboard (UKB) Computer P/N 426-7403901-1; One (1) each Chassis Assembly, Navigation Processor P/N 426-7403900-1; Ten (10) each CCA, Craft Control P/N 436-7403871-1; One (1) each 4X4 Keypad Assembly P/N 7325599-002; Four (4) each Ethernet Switch Assembly P/N 426-7621838-9; Four (4) each Radar Scan Converter Card P/N 426-7621878-1; Four (4) each CCA, D-A Converter P/N 418-7404019-1; Two (2) each Computer, Subassembly P/N 436-7403862-6-CAMS-4.5.1.0; Three (3) each CCA, I/O 426-7621875-1. This purchase is unsuitable for full and open competition for the following reasons. L-3 Communications is the designer and original equipment manufacturer of these cards. These cards are for use specifically in the Landing Craft Air Cushion (LCAC) C4N systems. Currently, L-3 Communications is the only vendor for these specific part numbered items, that meets form, fit and function requirements. Award will be based on the written proposal. Anticipated award date will be on or about 30 Sep 2008. Delivery will be to the Receiving Office, Naval Support Activity-Panama City (NSA-PC)110 Vernon Ave, Panama City, FL 32407-7018. NAICS Code 334511 applies. SBA Size Standard is 750 Employees. FSC is 6625.
