Description
NOTICE OF INTENT TO SOLE SOURCE: The Center for Disease Control and Prevention (CDC) is contemplating the award of a contract on a Sole Source basis to Cornell University, Ithaca, NY, in accordance with FAR 6.302-1 and HHSAR 306.302-1, Only One Responsible Source. The basis for this contemplation is that only one responsible source and no other services will satisfy agency requirement. The North American Industry Classification Systems Code is 611310 and the business size standard is $6.5 million. The purpose of this requirement is to modify the Respondent Driven Sampling Analysis Tool (RDSAT) software program and to provide technical assistance to meet the needs and specifications of the NHBS cycles. Specifically, the contractor will be responsible for the following tasks: RDSAT software upgrades, training, data analysis, on-going technical support, and project reports as they relate to and follow-on from previous RDSAT versions to support the National HIV Behavioral Surveillance (NHBS) System. The Respondent Driven Sampling (RDS) materials are proprietary data (Copyright©2004, RDSAT version 5.6) and these proprietary materials will be further refined and provided by Cornell University to be used by CDC. The anticipated performance period is for one 12-month base year and two option years. It is believed that Cornell University possesses the capability and is uniquely qualified to perform this requirement as stated above. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be received by July 15, 2008, at 10 AM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to bbv9@cdc.gov or fax to 404-639-8095. No telephone calls will be accepted.
