Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT; THIS IS A POTENTIAL SOURCES SOUGHT SYNOPSIS: The purpose of this notice is to obtain market research to determine the availability and adequacy of potential business sources to support acquisition of these requirements using a competitive Request for Proposal. The US Army Corps of Engineers, Seattle District, is seeking sources to provide and install five complete excitation systems for the Libby Powerhouse in Libby Montana. The work includes designing, manufacturing, testing, and delivering five excitation systems; removing the existing static exciters; installing and testing the new exciters; interfacing to existing equipment; and modifying existing cabinets as required. The new excitation systems shall include automatic voltage regulators (AVRs), power system stabilizers (PSSs), power potential transformers, and all other ancillary equipment required to make up a complete excitation system. The new cabinets will have to be constructed to accommodate existing valve control within the cabinet footprint. The exciters shall also have high transient gain capability. AVRs typically have transient gain reduction to neutralize their impact on negative oscillation damping. To improve synchronous stability and oscillation damping, the exciters for Libby shall have the ability to rely entirely on the PSS to provide oscillation damping. The transient gain reduction shall be activated only when the PSS is offline (e.g. power output below 30 percent). The excitation system equipment shall be of a type that is designed for field excitation and voltage regulation of hydroelectric generators and that has been in successful operation on hydroelectric generators rated 10 MVA and larger for at least two years. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Corps. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest, capability (personnel, facility, equipment, schedule slots, and materials), experience, references, and ability to meet all requirements stated above. Firms responding to this notice must identify their companys capabilities to perform the requirements described herein, reference the number and indicate whether or not that they are a small business concern as defined in FAR 52.219-1. The NAICS code is 335312. The Small Business size standard is 1000 employees. For information concerning NAICS and SBA size standards, go to www.sba.gov. The information received as a result of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Corps not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Corps. The Corps does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price (FFP) contract will be awarded in October 2008 or possibly sooner.
