- Description
- The Fleet and Industrial Supply Center (FISC), Norfolk Contracting Department, Philadelphia Office intends to acquire, program management and technical support services, on a sole source basis, from CACI Inc. - Federal in accordance with FAR 6.302-1. The services are required to maintain the Ordnance Information System (OIS) for the Naval Operational Logistics Support Center (NOLSC). The services are required to explore and implement the development, quality assurance testing, integration testing, documentation, and maintenance of the software systems currently supported by NOLSC. The services are currently being provided by CACI, Inc.-Federal under task order N00104-07-F-Q119. It is anticipated a cost plus fixed fee contract will be issued to satisfy this requirement. The anticipated period of performance will be a base year commencing 16 SEP 2008 through 15 SEP 2009, with two one-year options through 15 SEP 2011. The estimated level of effort is 47,000 hours per year. Services will be performed at NOLSC Mechanicsburg, Yorktown Detachment, Yorktown, VA; NOLSC, Mechanicsburg, PA; Naval Surface Warfare Center (NSWC), Crane Indiana; and other locations as necessary and directed by NOLSC. CACI is considered the only source of all the required services, which include highly specialized support for OIS-Retail (OIS-R), OIS- Web-Enabled Navy (OIS-WEN), and the Automated Information Technology (OIS-AIT) teams within the NOLSC OIS infrastructure. The software to be developed and maintained under this requirement will be utilized to manage and track ammunition stores for the Navy. The proposed contract is for services which the Navy intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The solicitation will require the submission of cost/price proposals. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Contracting Department, Philadelphia Office. SEE NOTES 22 and 26.
