- THIS IS FOR MARKET RESEARCH PURPOSES ONLY, NOT A REQUEST FOR PROPOSAL OR SOLICITATION. The Food and Drug Administration, Jefferson Laboratories, in Jefferson, Arkansas, is seeking business sources, including service-disabled veteran-owned small businesses, HUBZone small businesses, and 8(a) certified companies. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The government is seeking capability statements from companies that are capable of manufacturing an X-ray fluorescence spectrometer and sample preparation accessory which is capable of measuring all elements down to the ppm and sub-ppm level. This capability is needed to verify the purity of test materials and to detect gold and silver nanoparticles in tissues. The offeror shall be able to provide installation and training for the system. The system shall meet the following requirements: 1.X-ray fluorescence spectrometer with elemental coverage from Carbon (Nr. 5) to Uranium (Nr. 92). 2.Goniometer with multiple crystals to achieve elemental coverage. 3.Goniometer, crystals and collimators under vacuum for sample dust and vapor protections. 4.Microprocessor-controlled variable X-ray power up to 4.2 kWatts. 5.High sensitivity (sub-ppm) using a 50 micrometer widow X-ray tube. 6.Four primary collimators (fine to course), solid and liquid sample capability, inert gas flush for liquids. 7.Automatic sample changer with cassettes for differenet size samples. 8.Soil and sediment factory calibration for subset of elements, field-capable calibration for trace elements. 9.Built-in or accompanying voltage regulator. 10.Water-based heat exchanger with variable flow control based on X-ray generator settings. 11.Analysis software to include ( quantitative analysis software, statistical processing, and LAN transmission). 12.Sample preparation accessory for X-ray fluorescence must include hydraulic pellet press capable of at least 400 kN. 13.Programmable controller. 14.Variable die sizes, spare parts, steel ring set (die and rings). 15.60Hz power requirement for entire system. Potential contractors must indicate business size, proof of any set-aside certification and company’s DUNS number and provide a contact name, the mailing address, phone number and email address of point of contact. At a minimum provide the following: All descriptive material necessary for the government to determine whether the product offered meets the technical requirements including: technical specifications, descriptive material, literature, brochures and other information corresponding to each item, which demonstrates the capabilities of the contractor’s supplies.
