- NASA/KSC has a requirement for window shading and installation at the Kennedy SpaceCenter. NASA/KSC intends to purchase this window shading and installation from Audio VisualInnovations. This is a sole-source procurement under the authority of FAR 6.302-1. Thisunique window shading and onsite installation is not available from any other source. The lighting system controller has to be fully integrated with the audio video system. The two systems are required to be installed at the same time.Due to this compatiblyrequirement of integrating the controller used with both systems, Audio VisualInnovations is the only vendor that can supply this service. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 9, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. This notice of intent is not a request for quotation (RFQ) for competitive quotes.An Ombudsman has been appointed. See NASA Specific Note "B".
