- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ACQUISITION WILL BE MADE UNDER THE SIMPLIFIED ACQUISITION THRESHOLD OF $100,000.00. This announcement constitutes the only solicitation; a written RFQ will not be issued. The SIC code for this acquisition is 8713. The following is a description of required service: The USGS has an ongoing requirement for Resourcesat-1-1 AWiFS satellite to provide frequent large-area imaging for various USGS operational land imaging applications beginning with Alaska, and to serve as a partial backup to the Landsat system. This is a scientific requirement for environmental assessment by USGS, DOI Agencies plus other federal civil agencies of the state of Alaska using medium resolution, multi-spectral satellite remote sensing data. The requested products will consist of 56 -meter resolution, pan-sharpen four band Resourcesat-1 AWiFS satellite imagery and ortho-rectified products delivered in the USGS approved ortho-rectification naming convention and format. More detailed AWiFS data processing specifications and a detailed shapefile providing geographic coverage are included below. USGS is requesting the collection and purchase of Resourcesat-1-AWiFs imagery over central Alaska, excluding the Aleutian Islands and S.E Alaska during the 2008 growing season. Resourcesat-1 AWiFs imagery shall include the following characteristics over central Alaska (e-mail for a copy of the image). - For the new collections over Alaska: a. Project: USGS and Alaska Land Cover Assessmentb. AOI: e-mail for a copy of the Shape filec. Collection window: July 1 through September 15, 2008.d. Data collection frequency: 6-day repeat e. Scene Identification: path, row, quad, datef. Cloud Cover: less than 50% g. Projection: Lambert Conformal Conic h. Datum: WGS84 i. Resampling: Cubic convolution j. Format: 4-bands, unstacked GeoTIFF k. Bit depth: 10-bits l. Product Suite: Orthorectified 56m MSI (350 x 350)m. Media: DVD-R Up to 5 incremental product deliveries throughout the period of performance are acceptable and encouraged. Final delivery of collected scenes shall be no later than October 15, 2008. The data license must permit unlimited distribution of the source data and derived products to all U.S. Federal Civilian Government agencies and all Alaska State Government agencies. In addition, the license must allow these data to be placed in the public domain, without use or distribution restriction, within twelve months or less from date of purchase. It is the desire of the USGS to make the data publically viewable (no download) immediately after purchase. Vendor shall state in their proposal if this is acceptable.
