- Description
- The Department of Veterans Affairs intends to negotiate a sole source commercial item procurement with The Center to Advance Palliative Care (CAPC) for the Education, Training and Development of a VA Palliative Care Leadership Training Program. The purpose of this program is to stimulate development of quality palliative care programs at select VA facilities within Veterans Integrated Service Networks (VISN) to guide the implementation of proven practices that will result in improved program consistency and access to palliative care for veterans. CAPC serves as the primary training resource and information clearinghouse for hospitals and medical professionals developing or strengthening palliative care services in the United States. VA Staff will receive this training as a means to meet veterans' end of life care needs in a more efficient manner. There are no comparable training programs on the scale of CAPC which in turn will become part of a larger comprehensive End-Of-Life Initiate and has a workload requirement far beyond the capabilities of VA's current hospice and palliative care staff. This contract requires only one contractor to achieve this project's goals. This proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 12 Noon, July 9, 2008 EST to: Marchelle.Peyton@va.gov or Fax: 757-728-3132. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
