Description
The Force Readiness Division of the ISR Operations Directorate, a major component of the Air Force ISR Agency HQs staff is currently seeking sources for a potential requirement to support the Air Expeditionary Force (AEF) Cell in Operations Planning and support a Mobile Training Team (MTT). The requirement entails contactors providing Operations Planning support to the AEF cell in posturing AF ISR Agency personnel and equipment to support the AEF construct and deploy AF ISR Agency personnel to support the Global War (ESP code ZA) on Terrorism. With the OPS Planner, contractor support to the AEF cell the AEW cell will be able to posture, assess (AER, SORTS, and DRRS), and track highly demanded Intel personnel and capabilities in timely and accurate manner to support the GWOT contingency requirements. The MTT contractor support shall provide updated training in the AEF processes changing from buckets to bands to support the Global War on Terrorism. There will be some TDY involved with the MTT and none with the Operations Planner augmentation. This is a Sources Sought Synopsis only. This is not a solicitation announcement. This synopsis neither constitutes a Request for Proposal, nor does it restrict the AF ISR Agency/A3XF to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this synopsis is strictly voluntary. This Sources Sought Synopsis is in support of a market survey being conducted by the TSSAP to determine potential sources capable of fulfilling all requirements associated with augmenting the AEF Cell. Any resultant contract is anticipated to be a one (1) year contract with options to renew the contract. Responses must be submitted electronically to Gary Whitney, at Gary.Whitney@Lackland.af.mil 3:00 p.m. Central Daylight Time on 08 Jul 08. In the event that electronic submission is not possible, responses can be forwarded in hard copy to the following address: AF ISR Agency /A7KA, Attn: Gary Whitney, 102 Hall Blvd, Ste 268, San Antonio, TX 78243. If responses are mailed, they must be received by 08 Jul 08. No phone calls will be accepted. BACKGROUND: The AEF Cell located within HQ AF ISR Agency/A3XF is responsible for posturing, assessing, and deploying all AF ISR Agency personnel to support GWOT and other contingency operations. Due to the Reorganization of AF Intel under AF ISR Agency and transition from the current AEF processes to the new force banding. Operation Planners are needed to assist the current Operations Planning staff to posture manpower and equipment into Unit Type Codes per HQ AF direction. The current Art and SORTS readiness and reporting systems must be updated as force posturing changes. The new DoD Readiness Reporting System (DRRS) is in the process of coming on line with the requirement to training unit POCs in ART, SORTS, DRRS, Posturing process, Sourcing process and continue to update posturing and sourcing on a daily basis. GENERAL TASKS: Task 1: Operations Planning Support: The contractor shall provide assistance to the Senior Operations Planner, coordinator, and administrator of all AF ISR Agency/Contingency planning activities and functional expert for readiness in support of Joint Military and the Expeditionary Air Force (EAF) and Aerospace Expeditionary Force (AEF) Operations; agency War/Contingency planning activities and functional expert for readiness reporting in support of Joint Military and the Expeditionary Air Force and Aerospace Expeditionary Force (AEF) Operations. The Operations Planner support will require no travel throughout the duration of this part of the contract. Task 2: Mobil Training Team (MTT) Support: The contractor shall provide experienced Readiness contractors to augment the AEF Cell as a Mobile training Team. The MTT will provide updated training on changes to the AEF process as the Air Force evolves from the current AEF construct to the new Force-Banding construct. Completely re-posturing AF ISR Agency personnel and equipment will be required to effectively support the new construct and deploy AF ISR Agency personnel in support of the Global War on Terrorism. The Mobile Training Team will augment the AEF Cell in providing training on AEF process changes to support the AEF construct and deploy AF ISR Agency personnel to support the Global War on Terrorism. The MTT will also will be required to provide AEF Readiness Tool (ART), Status of Resources and Training System (SORTS), and DoD Readiness Reporting System (DRRS) training as required. The MTT contractor shall provide Unit Type Code (UTC) posturing process, UTC development and management training; and AEF sourcing process training as required. The MTT contractors will be required to perform CONUS/OCONUS travel. CONTRACTOR QUALIFICATION REQUIREMENTS: Contractor augmentation for Operations Planning Support to the AF ISR Agency AEF Cell must have the following experience: • UTC development/management •UTC posturing process •AEF sourcing process •ART Training •SORTS Training •DRRS familiarity •Extensive knowledge of AF ISR Agency structure and mission •TS/SCI clearance is preferred and NATO access is also preferred Contractor augmentation for Mobil Training Team to Support the AF ISR Agency AEF Cell must have the following experience: •UTC development/management •UTC posturing process •AEF sourcing process •ART Training •SORTS Training •DRRS familiarity •Extensive knowledge of AF ISR Agency structure and mission •TS/SCI clearance is preferred and NATO access is also preferred •Travel to Government facilities both CONUS or OCONUS stations
