- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a Request for Quotation for the non-personal services of an assistant speechwriter for the Commander of United States European Command / Supreme Allied Commander Europe (CDR/USEUCOM/SACEUR) located in the Supreme Headquarters Allied Powers Europe (SHAPE), B-7010 Casteau, Mons, Belgium. Contractor may be required to perform work at other locations in support of CDR/USEUCOM/SACEUR travel. Contractor will utilize sources consistent with United States and U.S. Department of Defense policy to write speeches and edit drafts materials. The following factors shall be used to evaluate offers: (1) offerors resumes shall be evaluated to determine the technical capability of performing services in accordance with the statement of work.; and (2) price quotations will be evaluated for price fairness and reasonableness. Award shall be made to the technically acceptable/low-priced offeror. Pricing will be based on a total of 1,040 hours for a year. The period of performance will be for 12 months with two one-year options. The offeror shall submit their price per hour on the Request for Quotation (Standard Form 1449) along with a copy of resume that demonstrates the ability to perform services in accordance with the statement of work. Request for Quotations and Resumes shall be submitted to the Regional Contracting Office Benelux by mail, fax, or electronically.
