Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation document will not be issued. This combined synopsis/solicitation is being issued as a Request for Quotation (RFQ) HSHQDC-08-Q-00303. The combined synopsis/solicitation and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-26. This procurement is being conducted pursuant to Federal Acquisition Regulation (FAR) 6.302-1 for other than full and open competition. The NAICS code for this requirement is 922190, Other Justice, Public Order, and Safety Activities. It is incumbent upon prospective offerors to monitor the FEDBIZOPS web page for any/all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service. The Department of Homeland Security, Office of Procurement Operations (OPO), Protection and Health Affairs Acquisition Division (P&HAAD) intends to negotiate on a sole source basis with Orator Plus, Inc. 24600 Silver Cloud Court, Suite 104, Monterey, CA 93940 for Orator Plus Software, Annual License and Maintenance Support for Orator Plus SPIDR Camera Systems and the purchase of two (2) additional Orator Plus SPIDR Camera Systems. Orator Plus, Inc is the only known vendor that can provide the software, annual license and maintenance support for the Orator Plus SPIDR Camera System. The products and software updates are based on Orator Plus, Inc proprietary and patented technology and is available only from Orator Plus. The period of performance will be one year from date of award. The items required are: 1)4 Each – Orator Plus Software Packages, 2)8 Each – Annual License and 3)2 Each – Orator Plus SPIDR Camera Systems. Pricing shall be FOB Destination. Equipment shall be delivered within three (3) days after receipt of order. Annual Licenses and software/maintenance support shall be provided over the course of 12 months. The delivery address is: 245 Murray Lane, SW, Washington, DC 20528. PROVISIONS AND CLAUSES: All quotations must include a completed 52.212-3 (Nov 2007), Offeror Representations and Certifications/Commercial Items or certify that annual representations and certifications have been completed via the Online Representation and Certification Application (ORCA) via the ORCA website at www.bpn.gov. Prospective vendors must be actively registered with the CCR system. Failure to be actively registered will result in disqualification. Website is http://www.bpn.gov. The Government intends to make an award to a single offeror who can provide all items identified and as specified herein. Successful offeror shall be the responsive responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price and price related factors (2) Delivery schedule. Inquiries and information received after the established deadline shall not be considered for this particular acquisition. Oral communications are not acceptable in response to this notice. Only written responses will be accepted. E-mail responses must be in 2003 MS Word, 2003 MS Excel or PDF format not to exceed three (3) pages and must include company name, address, and point of contact, telephone number, e-mail address, facsimile number and business size (indicating whether you are a large or small business for the purpose of the assigned NAICS code).
